Particularly, there is considerable evidence that those who work at the bureaucratic level of the federal government are given the charge of implementing the practical and popular aspects of a governments services and the distribution of its resources. Thus, among the most crucial performance indicators for the external stakeholder will be how well an agency is capable of addressing the diversity of public needs with specificity and attentiveness to core variances in the way issues and conditions impact different sectors of the population. Where the federal government has assumed the general responsibility of collecting resources from the public and parlaying said resources into the maintenance and progression of society, it must also be conscientious of the demands placed upon it by that society and its real, evolving qualities.
