Worst of is that the abuses were instigated by government and their instruments thereof and those abuse often ended up dead or disappeared. If indeed the abuses are the result of the blessings of the officials of nations and states, under international law they are liable and accountable for the violation of human rights. Those who followed the order to abuse or even kill people are equally responsible and they cannot even hide behind the reasoning that they were following orders or that they were afraid for themselves that if they did not follow the powers that be, they and their families will suffer the consequences. The positive thing with the "I was ordered to do so excuse" is that it is not valid anymore based on the Nuremberg Trials of Nazi war criminals following World War II. Such precedent means that if ordered to abuse or kill others, one need walk away and even if the person's life is in danger the morally upright thing to do is leave otherwise consequences for joining a heinous act will follow.
