Many began to question how much freedom of expression and public funding artists should receive for their work. Due to such growing distrust between artists and the public, arts administrators had to step in and mediate between the two opposing parties. This set in motion a new and growing set of responsibilities for such administrators
To begin with arts administrators have had to take on the role of helping artists to find suitable communities to work with by first contacting community groups and encouraging them to participate in the process of public art making. While performing this function, administrators often worked as mediators between the interests of the artists and that of the community in which their work was displayed. Next, administrators were required to arrange for the financial and administrative resources necessary to begin the project. Finally they were responsible for educating individuals about the purpose and message behind the work.
