In general, most people are granted this distinction at key points of entry or during their process of coming into the country. As the number of individuals seeking this type of status, would depend upon the different laws and events occurring throughout the world. Where, some directives would allow refugees favorable status in comparison with others. A good example of this can be seen with the differences in the way Cuban and Haitian refuges are treated. With the Cuban Adjustment Act of 1966, allowing for 20 thousand Cubans to legally immigrate to the US from Cuba, each year through a lottery type of system. At the same time, it allows any Cuban who reaches the shores of the United States, the opportunity to remain in the country and apply for the status as a permanent resident within one year.
