Gender, mental health issues, social exclusion, genetic susceptibility or predisposition, and ultimately, violent media, are most of the factors that guide researchers in the field, seeking to develop broader frameworks of understanding rampage violence. Over the past three decades, 78 cases of public mass shootings have been registered by the Congressional Research Service (2013). An FBI report indicated a rise in typical mass shootings, from 6.4 incidents occurring between 2000 and 2007 to an average of 16.4 incidents between 2007 and 2013 (2013). Most of these public mass shootings have been found to occur either at workplaces or at schools across the United States.

The tragedy at Sandy Hook Elementary School will never be fully understood. How anyone could reign such terror on innocent children is mind numbing. Yet, if Adam Lanza were to have survived, he would have to deal with life after such a horrible massacre. If he had successfully been treated in a state mental health facility, it might have been possible for him to have one day re-entered the community. In such a situation, there would need to be ongoing treatment and supervision of Lanza himself, along with special health care services provided to Peter Lanza to help care for the ongoing treatment of his son. It is safe to conclude that excessive force was used during these clashes. Deaths and injuries were the results of political clashes at the Republican Convention in Chicago, during campus riots held at several universities, during political demonstrations held in public places and in cities where racial animosities were stirred up. At that time, it was sometimes felt that the political movement or threat to the community could be quelled by violently quashing the people with police power. Because of the lack of national statistics and the reluctance of police to reveal data concerning these events, it is hard to tell exactly how much force was used and how many people were killed or injured.

This was the summary of campus crime statistics released by the U.S. Department of Education (Security on Campus 2004).
This document and national studies reveal the prevalence of sexual assault on both male and female college and university students. In a number of these recent surveys conducted in approximately 6,000 schools, one of four female students admitted to having been subjected to forced sexual contact or forced sexual intercourse and that 90% of them knew their offenders.
