Deputy Program Manager - Key Personnel

Creation of a Deputy Project Manager position is necessary to free and properly devote the Project Manager's time, energy and focus to project managerial duties. The current program manager satisfies extensive job specifications, encompassing multiple transactions with the Military, Government employees and contracting representatives while responsible for eighty (80) employees and four (4) subcontractors in different locations. In addition to managerial tasks, these activities generate considerably time-consuming administrative, clerical and organizational tasks, including but not limited to: answering phone calls and taking messages; interfacing with customers and employees; preparing correspondence; filing; record keeping; scheduling appointments; maintaining project calendar(s); on-boarding; and check-in. These time-consuming administrative tasks consume significant amounts of time that the Project Manager could more beneficially devote to managerial responsibilities. Consequently, project management would be greatly enhanced by the appointment of a Deputy Project Manager who would chiefly assist with the myriad administrative responsibilities attendant to project management.

The project managerial job specifications to which the Project Manager should primarily devote his time include but are not limited to: providing program management support and administrative support to MARMC; providing strong organizational and technical management skills and preparation of detail oriented work; serving as the contracting company's main point of contact with the Contracting Officer (KO), the Contracting Officer's Representative (COR), the Government Program Manager, the Contractor's senior Management and all subcontractors; reporting to the KO and COR that all work is performed according to contractual requirements and performance standards; reporting to the KO and COR that regular feedback on performance is provided to the Government on all areas of contract performance; reporting to the KO and COR that all personnel involved in providing or supporting services under the contract meet requirements established by the Task Order, including security clearance requirements; reporting to the KO and COR that appropriate controls to prevent and detect cases of employee fraud or malfeasance and notification of appropriate security personnel to determine required actions; reporting to the KO or COR appropriately for Key Personnel turnover; and supervising all the contracting company's employees and responsible for the performance of their tasks.

Given the extensive professional tasks for which the Project Manager is responsible, the administrative chores generated by those professional tasks, and the current lack of necessary administrative support, the appointment of a Deputy Project Manager is feasible and appropriate.

Experience/Education/Certification required:

a. Four-year undergraduate degree or equivalent experience (1 year of experience = 1 year of education)

b. Minimum of four (4) years of experience in Human Resources.

c. Minimum of two (2) years of experience in Administrative Support Services.

d. Minimum of one (1) year of experience with Government Contracts or equivalent job-related experience in a professional office.

e. Proficiency in the use and creation of documents in Microsoft Office applications such as Word, PowerPoint, Excel, and Project.

f. Secret clearance.

Job Specifics:

The Deputy Project Manager shall:

a. Answer phone calls and take messages;

b. Interface with customers and employees;

c. Provide administrative, clerical and management support;

d. Provide specific support for the Project Manager by:

1) Preparing correspondence;

2) Filing;

3) Record keeping;

4) Assistance with monthly status reports;

5) CDRLS;

6) Contract financials;

e. Schedule appointments;

f. Maintain calendar;
