A key ideological issue in this case is Gov. Brown's argument that instead of the government doling out money to support the teaching hospital, the unissued $12 M. bonds must be used instead for this purpose. Since this issue has been buried over time, and was not actively brought up during the negotiation process, this was never considered as part of the finalized agreement. But, as explained earlier, Gov. Brown's argument has merit and must be given consideration. Unfortunately, since it was not part of the finalized agreement, new negotiations would have to take place in order to address and resolve this issue.
