The Comprehensive Regional Strategy for Somalia was developed within the context of America's policy for Horn of Africa countries as well as Arabian Peninsula countries. The report was also developed on the premise that Somalis have a tremendous opportunity to redevelop their country after over a dozen years. The redevelopment initiatives are also focused on restoration of representative and effective central governance institutions. This opportunity emerges after the several years of internal conflicts and fight in Somalia, which hindered national development and affected the ability of the country to establish effective central governance institutions. America's policy towards Somalia based on its strategy for engagement is geared towards taking advantage of this opportunity through working with Somalis to promote national development and central national governance.

Consequently, the desired United States endstate for Somalia is to remove the threat of terror and promote political stability through providing necessary support for the development of a functioning central government while dealing with Somalis' humanitarian needs. America's policy interests in Somalia and other countries in the Horn of Africa is to remove any platform for al-Qaida and other terrorist groups or organizations and to promote and foster representative governance and regional stability. The provision of humanitarian assistance by the United States is based on the effect of natural disasters like flooding and drought as well as more than 15 years of nearly ongoing conflict in southern and central parts in Somalia. The other aspect related to the desired U.S. endstate for Somalia is to work with regional governments towards transformation through investments in citizens and residents, good governance, and supporting economic growth.

Notably, the strategy specifies three ends related towards the accomplishment of the desired endstate of United States policy towards Somalia. These three ends act as priority initiatives by the United States towards Somalia and other Horn of Africa countries.

The first end for the United States toward Somalia is to promote political dialogue between the Transitional Federal Institutions and other important Somali stakeholders.

This priority initiative or end focuses on creating an inclusive government of national unity that is based on Transitional Federal Charter framework.

1. Based on the significance of broad-based political dialogue in Somalia's redevelopment, the U.S. seeks to promote dialogue through encouraging the Transitional Federal government to initiative and sustain...

The encouragement of the Transitional Federal government to commence and maintain the process is in order to create its willingness to reach out to others and develop an inclusive political process. In essence, one of the ways the U.S. seeks to achieve this is to encourage the transitional government and other major stakeholders to collaborate towards reconciliation and creating an all-inclusive governance system and institutions. The process also entails engaging other African and global partners to promote and support establishment of inclusive government in Somalia.
2. The second for achieving this end entails building the capacity of Transitional Federal Government governance structures. In this case, the United States focuses on strengthening the executive, legislative, and local levels. This will be through providing support to conflict resolution activities and peace-building efforts by working together with higher learning institutions. The United States will also develop and implement programs that focus on supporting democracy, effective governance, reconciliation, and participation by civil society.

The U.S. support of political dialogue in Somalia involves promoting initiatives with which various groups in the country are approached and included in the political process towards the stability of Somalia. In this case, America supports initiatives to reach out to traditional and moderate Islamists, groups that renounce violence and extremism, and others like clan leaders, religious leaders, and civil society groups. However, the inclusion of these groups is conditional in the sense that they must be willing to engage with TFG and collaborate constructively.

2. The U.S. encourages the leadership of the Transitional Federal Government to ensure their statements and actions demonstrate commitment to inclusive political dialogue processes. Generally, the ability of TFG to ensure political dialogue is influenced by alignment of their statement and actions. It will be easier for the various groups to engage in political dialogue and stability efforts when the leaders' statements match their actions.

3. Providing humanitarian assistance is part of the means for promoting political dialogue towards an all-inclusive government in Somalia. America's strategy in providing humanitarian assistance involves working with international and non-governmental organizations that provide food assistance. Moreover, the U.S. provides monetary assistance, meets the basic needs of vulnerable groups, and strengthening local social services.

1. One of the risks of political dialogue initiatives in Somalia is sabotage, which is likely to generate further conflict. Inclusion efforts are usually characterized by differences in opinions and views. If these differences are not addressed through proper mechanisms, sabotage is likely to happen. The sabotage in turn affects the development of all-inclusive government and stability efforts.
