Defense Transportation System (DTS) The DTS represents a central part of USA's overall transportation network. It involves interrelationships, procedures, and resources of a number of federal, Department of Defense (DoD), non- U.S. and commercial activities supporting DoD's transportation requirements (Jankowski, 2003, p. 13). Foreign Military Sales or FMS constitutes a critical tool in the nation's security interests and in the promotion of its foreign policy. In the past ten years, FMS contracts have been steadily growing in number.

The overall yearly FMS funding rose from eight to twenty- one billion dollars, between 1997 and 2006 (Yoo, Mallicoat, & Simpson, 2009, p. 307), proving that FMS growth necessitates a better DTS, in order for other countries to be backed through their security supports. This may be achieved through best practice integration into the System.

Literature Review The business unit "Dynamic Transportation Systems" of the Mobility Department studies traffic system optimization for allowing individual motorized traffic, cyclists, pedestrians, and public transport to get from point A to point B in a quicker, safer, and a more environment- friendly manner. A key challenge in implementation of RFID is the cost linked to its implementation. Implementation costs include new software and hardware installation costs, together with employment of fresh professional services personnel, necessary for the new system's integration.

A second challenge is an absence of knowledge and understanding of the RFID technology as well as of the approaches needed for RFID technology integration into the existing IT infrastructure. A third implementation issue is the bulk of data generated by it, which is difficult to manage (Jamal, Omer & Salam Qureshi, 2013, p. 81). The advantage, however, is that Cloud RFID offers sound software tools and real- time information.
