Aviation Safety

List three main functions of the FAA and discuss some of the activities that support these functions.

Key functions of the FAA include:

Analyze and evaluates proposed and existing navigation ideas so that they are compatible with the desired criteria.

Analyze and evaluate procedures of executing flights so that they comply with program policy conducts an assessment on how safety will be affected by possible changes to computer systems, Air space simulation, and TERPS. In addition, it sets standards of operation, creates policies, and allocates duties to all flights (Goglia, Halford & Stolzer, 2010).

Some of the activities associated with the above functions include when pilots have been awarded FAA certificates: they are licensed to operate flights on an international level. The certificate allows pilots to fly aircrafts of a specified class and category. In order for pilots to comply with the regulations of FAA, most of them take private training using private flight instructors. Some of them are trained by the military and are awarded certificates in accordance with their military record. Some commercial airlines provide direct training to pilots. FAA regulations require that all approved flight schools must provide appropriate training to all pilots. Therefore, based on the pilot certificate given, an examination is required in order to establish whether the pilot complies with the FAA regulations (Jakhu, 2012).

1. Discuss the organizational structure of the ICAO, and describe the functions of its three governing bodies.

ICAO comprises of 19 commissioners who are appointed by the council. The commission members act as experts who serve as political or state representatives. ANC oversees the creation of standards and recommends practices that should be done (Jakhu, 2012). The Assembly comprises of all Member States of ICAO, who meets not once in three years. The Council always convenes these meetings at a specified location. Numerous powers have been granted to the Assembly. They include examining and taking appropriate actions on the council's reports. They also ensure that the budget presented by the organization is realistic. It may refer matters within its sphere of action to the commission or council. It is responsible for delegating duties to the Council and modifies or revokes the delegated authority. This shows that the Assembly reviews technical, legal, economic, and administrative operations of the organization (Goglia, Halford & Stolzer, 2010).

2. Discuss the ICAO Rulemaking Process including the rule of SARPs, PANS, and SUPPs

Three international bodies conduct Rulemaking: the International Civil Aviation Organization, International Monetary Fund, and Civil Aviation Organization. These organizations conduct an examination on types of rule making. They begin by sponsoring international treaties, which generates traditional global responsibilities on ratifying countries. This is followed by enactment of voluntary codes of practice and standards. ICAO rulemaking process requires that all appropriate experts must be consulted before making any considerations. This helps in omitting certain issues, which might be an obstacle in the real world (Goglia, Halford & Stolzer, 2010).

3. Briefly describe the organizational structure of the FAA together with the function of the Air Traffic Organization Aviation Safety office.
