CIA Introduction to Police Theory

The objective of this report is to introduce a plan, which will set out the priorities to ensure professional delivery of law enforcement services by law enforcement personnel with this particular police department. This plan will target several critical issues including professionalism and ethical behavior among law enforcement officers since it is critical to maintain integrity in the department and to gain and retain the respect and cooperation of the community in which these officers serve. In addition, prompt and efficient service delivery is a crucial issue for today's law enforcement.

Problems Associated with Service Delivery

It is noted by the International Association of Chiefs of Police that problems exist in today's law enforcement agencies relating to such as racial profiling, citizen complaints on intake investigation issues, as well as problems associated with early identification and intervention strategies. (1999) Finally, the IACP notes that there are reported problems associated to the use of force by law enforcement in the community. These issues are the primary issues that will be addressed in the law enforcement and training education related in this report.

National Training Standards

In addition to the IACP guidelines, this agency must also conform to national guidelines on intelligence training, which are stated to include the following standards: (1) The law enforcement official is required to meet the "criminal intelligence training standards to ensure professional conduct and the capability to achieve a common understanding of intelligence-led policing." (The Global Justice Information Sharing Initiative Intelligence Working Group, 2011) Requirements stated in complying with the training standards are the following: (1) all levels of personnel will be involved in information sharing and management of intelligence and operational process; (2) promotion of the comprehension and learning of core principles, concepts and practices and management of intelligence; (3) Intelligence training is required for those involved in the national criminal intelligence sharing system and complaint issues. (The Global Justice Information Sharing Initiative Intelligence Working Group, 2011)

Components of Plan Proposed for Implementation

The components of the plan that is proposed to be implemented for training and education of police officers includes those as follows: (1) Ethics and professionalism training and education; (2) Training on methods to ensure efficiency and effectiveness in service delivery; (3) Bi-weekly staff meetings reviewing situations that could have been handled differently in terms of effectiveness, efficiency, or on a professional or ethical level; and (4) Individual and Team Performance Assessment (every 6 months)
