Commander's Intent
The current situation in Malmesbury, will require U.S. military forces to be able to quickly seize and control key assets in the town of New Olaf. This is in response to the democratic government (which is supported by the U.S.) suspending some of their payments to the different militias. They had formed a loose alliance with the government to improve the security situation after several years of civil war. However, the financial challenges of the government have meant that they cannot continue to pay for as many militia troops. As a result, six different groups have formed an alliance and they have captured a provincial capital of New Olaf.
To make matters worse, the militia controls 80% of the country's water supply and 50% of the nation's food transportation. To prevent the situation from spiraling out of control, some kind of aggressive action should be taken to quickly regain control of key facilities. The problem is that government forces in the area are totaling 600 men. While the militias, have 6 thousand men with lots of heavy weapons. The key for success will be to minimize collateral damage, defeat militia forces and recapture key facilities. Any kind of long drawn out battles could hurt the ability of the government to maintain the popular support of the people (which is eroding quickly).
The Operation
To deal with these issues, the U.S. needs to conduct a raid involving special operations forces (i.e. U.S. Navy Seals and U.S. Army Rangers). Under this plan, the American special operations forces will parachute and capture critical facilities that are vital to the government and local economy. This will occur during the course of the middle of the night. The reason why, is because militia forces will more than likely be asleep and not focusing on any kind of activities. Moreover, if the raid is conducted on the weekend, many of these individuals could be passed out from excessive drinking the night before. If the raid were take place in these conditions, it would allow American forces to quickly capture these facilities. To knock out the militias, both U.S. And local government's forces, will receive air support from: Apache helicopters, AC 130 gunships and other aircraft. This will keep the militias penned down in various locations.
Once this takes place, is when the government forces can begin using their tanks and armored vehicles to capture the Western part of the city. Then, they will cross the river and link up with U.S. forces at specific locations of importance that were seized. In the event that there is some kind of possible counterattack or a unit becomes penned down. An American combat battalion will be stationed just west of New Olaf. They will provide back up support in the event that government forces are not able to achieve their objectives. This will ensure that the city can quickly fall within a few hours of the operation.
