To appropriately consider which tactic with the overall counterinsurgency scope is the most viable, one must fist look at the goal of counterinsurgency operations. As indicated by the "Tactics of Counterinsurgency Manual" the goal of the operations is to form a legitimate host nation government that can provide effective governance. In addition, the goal of counterinsurgency is to eliminate most of the causes of insurgency and preventing any possibility of adequate return. This is often facilitated by isolating the insurgents while simultaneously increasing the legitimacy of the host nation government. After reviewing this definition, the most important tactic within the overall scope of counterinsurgency would be the offensive component. In many instances, the problem plaguing the host nation is that of insurgents and its inability to adequately defend itself. Therefore without properly addressing the insurgents first, the host nation will be unable to provide defense and stability tactics on its own. If the insurgents still remain, the overall defense of the host nation will be crippled, which then threatens the overall stability of the operations. As such, it is my opinion that counterinsurgent operations must proceed in a step-by-step fashion. If the offensive step is super succeeded by the other two aspects, the entire operation is in jeopardy of failure. This is due primarily to the overall nature of counterinsurgents. They have become prominent due primarily to the host nations inability to defend itself and remain stable. Therefore, by eliminating this threat or by minimizing it to the point of non-existence, the host nation is in a better position to defend itself from attacks. Through this increased capacity for defense, the nation can, in turn, remain stable (Galula, 1964).
Of course, the over role of counterinsurgency is much more complex than the explanation provided below. For instance, many intergovernmental and multinational components are involved with the entire process. As such mutliple parties can provide their own strengths in regards to counterinsurgency. In many instances, offense, defense, and stability operations are conducted simultaneously through the use of Foreign Internal Defense (FID), Internal Defense and Development (IDAD), and scores of other units, organization and operations. In other instances, through the use of private information, leaders may choose to emphasize on aspect over the other, on a coordinated basis. This allows massive resources to be deployed in one particular aspect, such as defense. Such is the nature and complexity of warfare. There is often no one method that is most important throughout the entire duration of the program. However, when juxtaposed against one another, in an isolated fashion, the benefits of offensive tactics far outweigh the benefits of the other two concepts. With the defense and stability operations, the insurgents are still viable, which endangers the well-being of soldiers, civilians and the overall operations. This can even cause the loss of life for many individuals involved. By first using offensive tactics to extensively hinder the insurgents, the other two components can prosper effectively (Thompson, 1966).
Describe considerations for planning stability in operations.
In regards to planning stability operations in a host country, a myriad of considerations arise. First, the host nation must first reestablish or maintain a secure environment in which to prosper. Any considerations regarding stability operations should consider the well being of the host nation and its ability to maintain this well being. The operations should ensure that the host nation can provide essential functions for its population in a safe manner. These operations include, government, the development of infrastructure, emergency services, defense, and reconstruction. All these aspects are essential to a stable and secure host nation to operate effectively. Therefore, stability operations consist of 5 tasks which are paramount to the overall operations of the team. These five tasks are numbered below:
1) Establish civil security
2) Establish civil control
3) Support Governance
4) Restore Essential Services
5) Support Economic Development
