The one thing that I consistently noticed is the fact that all socio-economic levels are lumped together in terms of evaluating the accused, judging him/ her, and disseminating justice. Looking closely at the many studies conducted over the years, one factor that stands out is the correlation between poverty stricken communities and higher rates of juvenile delinquency. The administrative technique that I would suggest is a nationwide policy dedicated towards implementation of a childhood educational program which is aimed at building self-esteem, problem solving skills, developing communication skills and conflict resolution for children entering kindergarten to high school in communities affected by poverty. This would be a juvenile delinquency prevention plan that would prevent crime in the first place rather than to ferret it out (police), judge it (courts) and punish its (correctional).

According to Barabaree & Marshall, (2008) and Holmes, James, & Javad, (2001), the most effective interventions are those that focus on targeting the potential within the adolescents (and individuals), promote their self-efficacy, and give them the tools to help them with their lives difficulties. The policy that I would consider drafting is one where all children and parents entering kindergarten from poor regions receive training that develops their esteem, social skills, and problem-resolving capacities amongst other abilities. The program will be structured in a way that incorporates latest child development schemes, foremost amongst them being the Montessori approach, the Steiner approach, and the Region Emilio model.
The parents too will receive training and parental instructions since studies on problems behaviors unanimously demonstrate the importance of parental involvement and early parent teaching. In all stages, the child is closely involved with parent and adult as well as with community so that inter-generational continuity is exerted and child is offered assistance with his challenges.
