Abstract

First responders are the first professional people who arrive at any incident. This paper provides an introduction to first responders, and analyses their role. The paper discusses first responders for the Miami-Dade County, determining the various respondents for each incident. Finally, a list of contact people and their contacts is provided. A decision tree has also been created for any emergency within the county.

First responders are the professional people who arrive first at the scene of any incident Cobb, 2007.

They include trained volunteers and public safety professionals. They are persons who have undergone a course and are certified to provide pre-hospital care in medical emergencies. First responders provide services during emergencies where additional resources and skills are required in order to bring the emergency to a safe conclusion. The individuals who are charged with initially responding to emergencies are also referred to as first responders. These individuals include law enforcement officers, firefighters, ambulance attendants, lifeguards, and forestry personnel. First responders are more skilled than basic first aiders, but they cannot provide the same level of care as emergency nurses, paramedics, or physicians. First responders arrive at the scene of an incident with standard issue tactical and protective equipment. The equipment is normally geared towards the kind of incident, but it may not provide adequate intervention.

Since they are the first professional people to respond to an incident, first responders provide detailed information to the authorities managing the incident, and other agencies Schottke & Surgeons, 2006.

They also assist in establishing structured incident command as the incident evolves. With the supervision and guidance of highly trained specialists, first responders participate in incident mitigation and stabilization activities. Any individual who is responsible for preserving and protecting life, evidence, environment, and property in the initial stages of any emergency is also a first responder Congress. House committees, Koontz, Rhodes, & Jenkins, 2007.

First responders normally work near the site of incidence.

Method

The first responders for Miami-Dade County include Miami-Dade fire rescue, Miami-Dade police, Miami-Dade marine services, and Miami-Dade emergency management center. These institutions have the responsibility of been first responders in any incident within the Miami-Dade county. The responders dispatched have the necessary training based on the incident reported.

Police

The police department can be accessed using the number 911 for emergencies, and 311 for community outreach and information. The number 911 is the best number to dial to report any incident as it is monitored 24 hrs a day. The operators handling this number will forward the information to the relevant department. The services offered include community service, training, crime prevention, incident investigation, and evidence collection. Any person residing in the county is eligible to receive the services offered by the police department. The police department follows up with the victims of any incident for information collection and provision of care. Client follow-up is not mandatory within the police department. The police are charged with crowd control, evidence collection, investigation, statement recording, and providing first line of care to victims.

Fire rescue

The fire department can be accessed by dialing the emergency number 911. This is the best way to report any fire incidence. The fire department is charged with prevention of fire spreading, rescue of victims trapped in buildings, vehicles, and burning places. Just like the police, the fire department offers its services to all residents of Miami-Dade County. The department ensures that rescued victims receive emergency care, and they visit some of the victims at home and hospital. The department also offers training to the community on fire avoidance, and fire drills. The fire department will have contact with all the victims of any fire emergency. The fire department acts as a first responder to all emergencies within the county.

Marine services

The marine services can be accessed by dialing 911. This is a 24 hour service that can be accessed by anyone within the county. The marine services include any incidents that occur on the shorelines, beaches, ocean, lakes, bays, waterways, and canals. Any person having a water emergency can reach the marine services using the number provided above. The service is available to all residents of Miami-Dade County. Continuity of care is provided by ensuring that the victim is provided with emergency support and quick delivery to the nearest health facility. The marine services also provide training in life saving in case of any waterway incident. Once a person contacts the organization, their details are recorded for any follow ups. The organization provides follow ups to its clients. In the event of any marine incident, the organization is the first responder, and provides rescue services.
