The primary data collection is more useful to Mary. The reason why, is because they are focusing on real cases and statistics surrounding juvenile crime. The biggest ethical considerations that Mary will need to address will be if her approach is taking into account: the social / economic background, possible areas that her research could overlook and to make sure that everyone who is working on the project is as objective as possible.
