There will never be a complete eradication of terrorism either on the domestic or the international level.
Each of them will live on and the nation is going to have to learn to live with the fact that they exist. If America decided it was going to rid itself of every terrorist group it would have to violate many of the constitution's amendments to be able to track and capture the terrorist group members.
While Americans are afraid of another 9-11, they are more afraid of losing the freedoms and liberties that being in America provides for them.
The event of terrorist attacks are scary, but not prevalent enough to cause Americans to want to live under an umbrella of oppression in the name of safety.
