Following a Western model of democracy, the most important issue that has to be established and recognized by all is the separation of powers into the legislative, executive and judicial. Therefore, the Constitution, besides guaranteeing all universal rights, obligations and freedoms, should set clearly the nature of relations between the three institutions.
