Her research focuses on human exploitation of climate-sensitive natural resources, and the socioeconomic and institutional factors affecting resource management decisions in the context of uncertainty and competing interests. Dr. Thomas J. Wilbank received a Ph. D. In Geography from Syracuse in 1969. He is a recognized expert in energy and environmental policy, developing countries, global change, technology and society, and institution-building. Currently he is employed at Oak Ridge National Laboratory with the title of Corporate Research Fellow and Leader, Global Change and Developing Country Programs. Dr. Wilbank has studied the links between everyday economic and household activities and climate change. He is a contributor to the book, Global Change and Local Places: Estimating, Understanding, and Reducing

This book reports on greenhouse gas emissions examine and the causes and effects of climate changes triggered by human activities. It is the first major, comparative study of how the emissions vary nationally at the local level and on a daily basis. It is an assessment of the degree of control households and firms have over the emissions they produce and how willing they are to modify their behavior to lessen climate change. It also explores how adaption to these changes that might occur.
These three experts bring a varied and comprehensive background to the table. Between them they can address the major consequences of global warming and a responsible reaction to this dilemma.

" Monitoring and enforcing a [CO.sub.2] treaty would be very difficult, if not impossible. Reductions in [CO.sub.2] emissions by rich countries could be negated by increased [CO.sub.2] emissions in fast-growing developing countries (Udall, 1990)." One of the issues facing the global warming crisis is the debate about who is most responsible for its creation and who should be financially responsible for its curbing. According to recently gathered data Americans are causing a much

As part of the 1977 National Academy of Sciences Energy and Climate Panel, he discovered "forty percent of the anthropogenic [human-generated] carbon dioxide has remained in the atmosphere, two-thirds of that from fossil fuel, and one-third from the clearing of forests." (Roger Revelle, 2010, p.2). Revelle's presence on the panel would demonstrate the long-standing nature of global warming. Revelle could also discuss why taking action on global warming has
