These types of projects are financed through government branches, and they receive their funding from appropriations at the federal and state levels.
Because of this, budgets for the project need to be tabled and approved well in advance of start time, and then these budgets will be rolled into larger agency budgets, which ultimately must receive government approval. As one can imagine, there is a tremendous amount of politicking that goes on with such appropriation requests. Those within government, and within these agencies, typically view appropriations are something of a fixed pie, and as such there is competition for such requests.
That the project will prove useful, is cost effective, and will benefit society is not necessarily going to be enough to secure the needed funding. The funding issue is most certainly one for the short-term, wherein the project cannot get off the ground until financing for the project has been approved. Thankfully, it is expected that once initial financing is approved, the project will be renewed for its duration.
Appropriations are typically built onto those from previous years, so once the short-term problem is addressed, then the long-term problem should also be taken care of. The ability to acquire funding will affect all stakeholders. The people behind this project in the medical community will rely on funding for the project in order to proceed.
The communities affected by the project will not receive the diabetes screening that we feel that they need, meaning that for those stakeholders there is the risk that they will have worse morbidity and mortality rates if we are unable to secure the needed funding for the project. If only partial funding is secured, then the project might be scaled back, affecting some of the stakeholders. Thus, there are significant impacts associated with not being able to secure funding for the diabetes screening project. Part II.
In order to ensure that the funding is acquired to start this project, we must examine the possibility of additional funding sources. The most common type of funding is government funding, but there are other common sources as well, including university or hospital affiliation, and industry funding (Patsopolous, Analatos & Ioannidis, 2006). Philanthropic sources, such as foundations and fundraisers, are another potential source of funding for this project.
There is evidence to support the idea that venture philanthropy and social entrepreneurship are new, innovative ways for projects that benefit society to receive funding, in addition to the usual charity channels (Scaife, 2007). It is thought that physicians themselves can act as fundraisers. They have access to patients, many of whom have money, and they also have a connection with the ailment in question.
Many charities realize that those who are touched by disease will often lend in support of efforts against that disease, and this is true for diabetes as well (Prokopetz & Lehmann, 2014). It is worth noting, however, that these sources are speculative at best. Government remains the single best source for funding for projects like this, and even if there is some return on time invested using other means, the budget should consider that grants, government-originated and industry-originated.
