On both sides of the divide, there are "winners" and "losers" and a balancing act that is going on between competitive benefits of pricing vs. The stability of industry standards when there is oligopoly competition between only a small number of large corporations. This balancing act is never easy and is the reason for Federal regulation and legislation in an attempt to keep at least a reasonable amount of competition in the markets and yet take advantage of the organizational capabilities and stability of large corporations and their ability to fund and build out large projects. In this way, the best of all worlds in terms of innovation, stability and price will be provided for consumers in the present market.

It is necessary to quote from the AT&T web site to discover AT&T's missionand vision statement:

Our mission is to exploit technical innovations for the benefit of AT&T and its customers by implementing next-generation technologies and network advancements in AT&T's services and operations...The AT&T global network was born of the ingenuity of AT&T Labs networking specialists who made disparate systems work together. Being the world's fastest and most reliable global network, our network is the standard against which all others are measured. To maintain our leadership in this arena, we focus on the future and aggressively pursue innovations. Our vision is to design and create in this decade the new global network, processes, and service platforms that maximize automation, allowing for a reallocation of human resources to more complex and productive work ("At&t mission &, " 2011).

Such vision has paid off for ATT. Wall Street took the news as a sign of the economy's strength. On Monday, the Dow Jones Industrial Average rose 1.5%. The acquisition of T-Mobile USA by AT&T is good news because the United States needs to catch up to the rest of the world in terms of broadband speed and build out. It will expand high speed broadband in the United States. The deal gives present T-Mobile customers quick access to the AT&T network and much higher data speeds downstream. AT&T customers will benefit from the expanded spectrum and bigger network. AT&T's has committed to build out their broadband service to 95% of the country. 100 million Americans (e.g., rural communities or lower-incomes urban areas) do not have home broadband. 24 million Americans do not have any access to broadband services. This expansion of wireless broadband is needs to schools, hospitals and other critical community institutions. These citizens have been shut out of the Internet Age due to their lack of access to computers and skills that are necessary to participate in the digital age. In 2010, the FCC adopted a national broadband plan in order to reach the 21st Century broadband networks our nation needs. High speed broadband is the economic engine of the 21st century and is a key stimulus for economic development (Kwoh, 2011).
