Health Care Memorandum

The State Governor of California

Progress report on State Development

This is to bring to your attention the level of growth and the status of progress in the state of California over the last three years of your term in office as the Governor. The overall assessment of your performance is positive. Most of the people believe that you have done a good job as a governor and at any time, they will be willing to vote you in for a second term. This assessment was done to keep you informed on how best to handle the people's wishes and attend to their specific needs. For this reason, the citizens have rated you highly. This memo appreciates the various instances you have been honored for making wise decisions for the benefit of Californian residents. It is also noted that you have been granted special ratings unlike the other governors in the country (Musso & Quigley, 2012). Most importantly, there is a feeling among most of the citizens that you have been working for their interests and that this has earned you a special place in their hearts. The level of approval that you have is high enough to enable you win another term in the office anytime an election is called now.

Health Care Services

The plant to develop an affordable health care service scheme is underway. The project is to run and completed in the next three to five years. In this program, the federal government is going to acquire the necessary infrastructure and personnel for the purposes of making the medical service provision available to the people. It is important to note that the management of the state has all it takes to hire sufficient personnel to run this new program (Charney, 2011). The target is to reach all the people in the state that need medical treatment.

Additionally, it is also important to note that the state government has received sufficient data on what is needed in the development of a good health program. This is important in the development of a friendly government that responds to the interests of the people. Several instances have been presented so that change can be effected, but not all have been successful in the past (Musso & Quigley, 2012). For instance, there are many cases of people losing their lives just because of the inability of the central government to handle treatable diseases. This poses an opportunity and an obligation for the federal government to step up its efforts in making sure that there is a favorable health environment for business to thrive. It is important that this is done to put off any form of loss and inconvenience that befalls the human population within the state. This occurs with progressive states where the governors develop good living conditions for their people. This is the case with the governor of California.

Measures put in place

While seeking to make the project a success, the government is looking forward to training medical personnel that will fill in the places to be created once the hospitals are built. This means that the management is interested in arriving at some compromise with all the stakeholders in the field. The step will ensure that there are enough projects that will see to it that the leadership succeeds in attaining such a level where people can access quality health services (Munroe, 2014). This is the main target of the management in solving the perennial issues of health inappropriateness that is already being witnessed.

The second objective of this government program is to reduce the cost of medication by subsidizing the costs of providing medication. This way, the management gets to fulfill its objectives of offering affordable health care while at the same time assisting the medical institutions to run sustainably. In this case, both parties in the provision of medical services get to attain their objectives. The subsidies will come from reduced tax levies on the operations of the business. Ideally, the leadership of the country can manage to overcome any challenges relating to the administration of medical services provision. In the latest development, the state leadership has been looking forward to collaborating with the private sector on how best to bring medical services to them. In this sense, there is a desire among all the citizens for quality yet affordable health care services. There is always a desire that everyone who is within the state gets to receive quality health services in an affordable manner. The government has accordingly honored this by putting in measures that will lead to its attainment. In a bid to ensure that the people receive what they deserve, there is a need to ensure that the necessary conditions for the emancipation of health provision are approached with sufficient vigor. The present situation in the health sector shows that much still needs to be done to enable the people afford the necessary health status (Alston, 2014).

The challenges

This program is likely to face some challenges in its implementation. The first challenge is sourcing the funds that will be used. Although the state government has enough resources to implement its mandatory activities, adopting the medical subsidy program will be very costly. This might call for the increase of taxes or other sources of revenue so that enough funds for the program are acquired (Musso & Quigley, 2012). In this case, the government will likely be faced with tough opposition from the public. The issue of affordable healthcare is going to cost the government a great deal while at the same time going to cost the people since taxes will have to be raised. Although the collection of more taxes is justified and the costs much lesser than the benefits to be reaped, the state government will still have problems meeting this due to the presence of a strong opposition (Munroe, 2014).
