Program Development There are a variety of different perspectives and competencies that are needed for strategies to develop a program and have the program development succeed. These perspectives should include a wide range of different opinions from all the relevant stakeholders, which should be included from the beginning of the development of the strategy. Such perspectives can be invaluable in many ways; especially in regards to the more tactical implementation aspects of turning the strategy into an actual operational form that is effective and functional.

For example, even if the high level objectives are well defined, it can often be difficult to translate these into methods of practical implementation tactics that are sufficient to foster support from the community and especially the ones in which the program is meant to benefit. In the HIV prevention program case study that was outlined, there were only a limited number of stakeholder groups that were identified outside the organization that is sponsoring the professor's project.

It is likely that the sponsoring organization has many broad best practices about aspects of the project that will be totally relevant in designing the project's strategy. The two community organizations should be able to offer many insights about the local community and the local culture that will help to further refine the objectives and the best practices that the project will begin with. The community members will likely be the most insightful in regards to the local cultural elements that are present in the community.

It is necessary for the project manager to strive to achieve the ability to effectively work within the cultural context of the client (individual, family, community) which is an ongoing process involves the integration of cultural awareness, cultural knowledge, cultural skill, cultural encounters, and cultural desire that will be applicable to the program's success (Campinha-Bacote, 2002). There are community-based participatory research programs that can allow for more interactions and hands on experience with diverse community involvement which is a valuable asset in any community project (Anderson, Calvillo, & Fongwa, 2007).

However, given that there are many stakeholders it may be difficult to balance the recommendations from each group. One recommendation might be to form a cross-functional team, which is created with leaders from different stakeholder groups who are adept in their roles and can effectively represent the other members of their groups. This would ensure that each group gets to offer their input through there representative, but without having the challenges of trying to listen to too many people.
