How are individual members elected and re-elected? What do they actually do once they arrive in Washington, DC?

To be elected or reelected to the House of Representatives in the United States, candidates must satisfy certain qualifications outlined in Article I, Section 2 of the Constitution, include being at least 25 years old by the time they take the oath of office, having U.S. citizenship for at least 7 years, and being a resident of the state from which they seek election. Getting on the ballot for the House of Representatives typically involves primary elections in most states, where major party candidates are automatically included. Minor party candidates follow their party’s rules, while independent candidates self-nominate and must satisfy various state requirements to be included on the general election ballot (Election of Representatives, 2023). Newly elected members of Congress are required to take care of pragmatic matters upon their arrival in the nation’s capital such as finding a new place to live and getting their utilities turned on.

Who are the leaders in Congress, and how do they get those positions? What role do they play in organizing and directing the work of Congress?

The House leadership in the Congress consists of several key positions, with the most prominent being the Speaker of the House, a role specified in the Constitution but which recent events emphasize is exceedingly difficult to fill under unique circumstances. In addition to the Speaker, the House leadership includes the majority and minority leaders and party whips. The Speaker serves as the leader of the House of Representatives, administering the oath of office, controlling debate, appointing committee members, and holding responsibilities in the legislative process. The majority leader, second-in-command to the Speaker, manages legislative scheduling and party goals, while the minority leader represents the opposition party’s interests. These leadership roles are essential to the functioning of the House of Representatives (House Leadership, 2023).

What are committees, and what role do they play in the legislative and oversight functions of Congress?

Committees within the legislative system play a crucial role in examining, discussing, and providing reports on proposed legislation. Although committees are not explicitly mentioned in the Constitution, they have evolved into an integral component of the legislative process since their inception in the inaugural Congress of 1789 (Member Committees, 2023).

How does Congress perform its most basic function, making law? Why is a process so lengthy and cumbersome?
