The perception that just because a country has nuclear materials they will automatically use them to produce weapons has actually been proven historically false by the past five decades -- despite a growing number of nuclear powers, not one device has fallen into the hands of terrorists or been detonated in anger. Instead, when countries are on a more even playing field, particularly developing countries, the technology to help modernize has the opposite effect -- why would Iran wish to launch a nuclear attack on anyone knowing full well that it would be completely obliterated by a number of surrounding countries? In addition, despite the United States being the first nuclear power in the 1940s, the reality of globalism shows us that the world is a far different place in the 21st century. Technology has, in fact, brought the world closer, and if the theory of globalism is correct, conflicts should be minimized and abated because countries have a mutual advantage of seeing each other as trading partners rather than combatants. Additionally, the expense of building up a nuclear arsenal and large army is too high for most developing countries. Iran needs to concentrate on ensuring that its citizens all have working electricity and running water, especially in outlying rural areas. Many mistakes were made during the Cold War Era; certainly those tensions bankrupted the Soviet Union; could time, energy, and money not be better spent using the tools of the atom to make it possible for every citizen in the global village to have access to basic utilities? (See: Elliott, 2007).
