Government initiaiatives, economic initiatives, and educational initiatives combine to create a business environment conducive to innovation, research, development, and growth. Furthermore, Korean universities have partnered with schools in the United States and Europe to maximize innovation and scientific research potential. Korea also implemented a Time Division Exchange (TDX) development program that allowed foreign companies to pick up the slack while Korean ICT infrastructure was still being developed domestically. Rather than restricting growth, the TDX initiative stimulated it, and increased domestic competition so that Korean firms developed specific ICT initiatives and goals. Another key to Korea's ICT success has been the recognition of standards like CDMA. The importance of standards to effective ICT development has not yet been realized in China. Likewise, domestic Chinese companies like Huawei and Lenovo have yet to find serious competitive advantages on the global market. Insufficient investments have slowed the commercial growth of Chinese companies and stymied innovation. Cultural considerations have also made innovation a lower priority than it should given the pressing need for creative ICT development.
One of the Chinese government's top priorities officially is informatization (Briedne 2005, p. 39). The strategies proposed build upon those successfully implemented in Korea, and therefore China can and should capitalize on the Korean success story. Convergence of ICT domains is the most important area of research and development for both Korean and Chinese firms, as well as for both governments.
