These compromises the effectiveness of estimates made since they are not responsive to the changes in the environment and the need to alter how resource need to be put to effective use. In estimating IT, project the management has no measures that can facilitate monitoring and control of outcome compared to the estimates. Lack of this type of control nullifies previous project estimate, and their implementation is rather more ad hoc (Nelson & Morris, 2014).
