Contact the relevant local government officials (this may be difficult but I expect you to try) you can do it by phone, and ask them if it would be possible to initiate these programs. They will probably say no. If so, ask them why. If possible, try to let them know that it has been successfully initiated elsewhere.
If the advocacy groups and the government officials differ in their explanations as to why the program has not been initiated, make sure to highlight that.
