Jennifer Lee's decision to pose for Playboy is ultimately her own. However, her behavior off duty reflects the integrity and image of law enforcement. Key issues in this situation include the right to an officer's privacy in their personal lives: officers have every right to conduct their personal affairs how they see fit so long as their actions do not interfere with their work or harm others. Gender has little to do with the issue in this case; whether Lee was male or female would have nothing at all to do with whether or not the officer should pose nude for a magazine. Posing nude is not inherently wrong or unprofessional.

No discipline can or should be taken if for no other reason than Officer Lee has only been offered the money and has not accepted the contract. The best course of action would be to confront Officer Lee about the offer and ask for her explanation. If nudity is considered to be inappropriate for a law enforcement official then Lee might be persuaded to pose so long as she did not pose nude. If that were not possible, then the department might want to consider using the photo shoot as an opportunity for fund raising or positive publicity.

B) 1. Flag desecration, however so much it might bother Officer Spear, is an act protected by the First Amendment to the Constitution. Ripping and burning a flag is a controversial act, and Officer Spear is understandably offended. Still, freedom of speech and freedom of expression are exactly what that flag represents. Citizens of the United States count on their freedom of speech and their ability to have, hold, and display dissenting opinions.

2. Officer Spear needs to be confronted with recent case law so he fully understands why flag desecration is not a punishable offense. His wrongful arrest of the protester must be punished according to the district's formal regulations. His off-duty outburst also deserves a serious formal reprimand, as no officer of the law should behave in such an unprofessional manner.

C) 1. The main issue in this case is why the complaints are anonymous. That female officers -- or any officers for that matter -- would feel uncomfortable approaching their chief or any other superior shows that our department is not doing enough to ensure the well-being of our employees. No matter that the men in question are becoming solid, reliable officers of the law. All members of our team are highly qualified and all personnel must be treated with dignity and respect. Any behavior that harms another officer or impedes their ability to perform duties as part of a cohesive team should be taken seriously.

2. Anonymous complaints and unproven allegations of slashed tires are not enough to warrant any punishment. However, the officers in question can indeed be watched closely and carefully for any misogynistic behavior. Female officers must be encouraged to complain freely and without fear of retribution. It would be wise to arrange an informal consultation with any officers concerned about the rookies' behavior. Furthermore, as rookies the men might not be aware that they are expected to work as part of a team: if their behavior fails to improve a transfer might be a recommended course of action.

D) 1. Officer Jones is under a lot of stress working two jobs, and it is unfortunate that he would need to moonlight. However, his sleeping on the job severely impairs his ability to serve and protect. His behavior could cause serious injury or even fatality.
