Political and Legal Environments of Barnes & Noble

and Europe have some differences in terms of political environments. Governments from both regions desire to protect jobs and their native industries. In America, various industries are considered to be essential for national security purposes, including defense, infrastructure, and telecommunications. For instance, the government is concerned with owning various ports across the country. On the other hand, the UK considers security issues as critical elements that can influence import and exports in the country while neighboring governments are not sought to advance technological information as sold within unfriendly foreign interests. However, governments utilize trade while making retaliatory measurements for other countries with political and economic progression (Hough & Neuland, 2009).

Further, governments influence the trade for purposes of rewarding the nation's political support based on different global matters. State companies in America compare to private sector counterparts as they strive towards making profits from production (KaarbAe, Gooderham & NArreklit, 2013). Europe creates significant incentives from the government in maintaining and regaining control over the lucrative industries. Whether such motives are economic (for profit) or political (state control), foreign firms and investors must adhere to local and national regulations often designed to favor domestic companies. Multinationals find themselves in a constant race against state-owned companies equipped with substantial political and financial support from immediate governments.

Central to Europe's approach is the policy that focuses on championing most state-owned firms together with the national champions. The region seeks to obtain aggressively advanced technologies while managing the exchange rates for the benefit of exporters. The leveraged state control allows financial systems to channel respective low-cost capital towards domestic industries. The resource-rich nations in foreign trade allow for opening cases where minerals maintain rapid elements of growth. Trade relations in America for government-business relationships exist between global businesses and national government (Hough & Neuland, 2009). The governments in Europe intervene in details of the business for purposes of protecting their nation's industry and economy.

Governments in both countries have approached various critical policy areas that allow for the creation of regulations and rules and control of trade tariffs, subsidies, and import quotas. This couples with promotion and preservation of cultural, political, economic, and social philosophies and structures. Other aspects include local content requirements, currency controls, antidumping rules, free-trade zones, administrative policies, and export financing (Hamilton & Webster, 2012).

Question Two

There are barriers that exist for Barnes & Noble in contexts of global and domestic political-legal environments. Over the past century, there have been significant shifts towards free trade where governments are intervening in trade (KaarbAe, Gooderham & NArreklit, 2013). The government handles advancing policy areas that are used in creating regulations and rules to manage and control trade. One of the interest areas is the levels of tariffs. Tariffs are any taxes imposed on imports. The joint duties include specific taxes levied as fixed charges. Further ad valorem taxes are calculated as percentages of total value (Hamilton & Webster, 2012). Most governments charge ad valorem taxes for purposes of regulating imports and raising revenues for the tax coffers. The second dimension is subsidies.

Subsidies are forming of government payments to producers. The existing forms of grants are inclusive of low-interest loans or tax breaks that are common to all forms of trade. Subsidies exist in the kind of government equity participation and cash grants that are minimally standard due to their requirements and direct application of government resources (Hough & Neuland, 2009). Import quotas couple with voluntary export restraints as strategies for limiting the imports in a given country. Importing governments direct import quotas through the imposition of discretional exportation of importing states.

Further, Barnes & Noble will be interested in addressing currency controls. Most foreign governments focus on limiting convertibility of their currencies into others as ways of defining the levels of imports. Many governments manage the exchange rates at high levels for purposes of creating import disincentives (KaarbAe, Gooderham & NArreklit, 2013). The local content requirements call for different countries to continue advancing requirements of certain percentages of products with items manufactured and assembled locally. Other countries specify that local firms should be used as domestic partners to undertake business.

Barnes & Noble faces plenty of antidumping international rules. Dumping happens when companies sell product below market price to weaken a competitor and win market share. Export financing is allowable in various governments that provide aid to existing domestic firms for export promotion. The creation of free-trade zones allows different countries to designate geographic areas as free-trade zones. The areas are perceived to have reduced restrictions, tariffs, procedures, customs, or taxes while promoting trade with alternative countries. The trade complexities in the situations increase across history and politics having been to the facilitation of protected business interests in world markets (Hough & Neuland, 2009).
