In 1954 North Texas legislature created its North Texas Municipal Water District in order to reduce pollution, and conserve and develop the natural resources on Texas soil. The Texas Water Resources Committee, a joint committee of the Texas Legislature, worked in the 1950,s to develop a long-range water policy and conservation program for the state in response to the emergency caused by the recurrent drought which had depleted surface and ground water reserves in Texas According to the Natural Resources Conservation Service, the Watershed Protection and Flood Prevention Act of 1954 authorized a permanent nationwide program to provide technical and financial assistance to local watershed groups willing to assume responsibility for initiating, carrying out, and sharing in cost of upstream watershed conservation and flood control. Weakness of this plan is since the Law's inception in 1954, Texas has had 99 PL -566 watershed plans approved, of which nine have been deauthorized. Texas has 20 major land resources areas covering 168 million acres. Another weakness in this systems for waters is the frequent droughts .

North Texas operates 13 hospitals, which serves more than 6.3 million people in thirteen countries. The name was changed to Denton Human Resource Association in 1996 and then to North Texas SHRM in 2001. The North Texas Society for Human Resource Management ( NTSHRM) services as catalyst to facilitate the organized effort of professional growth and development in the business community pertaining to current and emerging human resource issues . Although this is a great organization for the community, the downfall, or weakness is you have to be a member of this organization, it is not free for the community .
