The City's Red Light Photo Enforcement Program said that it generated more than $110,000 in revenue. Sgt John Aronis said that there was a reduction in the volume of red-light runners at Millbrae Avenue and Rollins Road since the installation of these cameras. Some residents and observers expressed disfavor towards the installation and use of red-light cameras. They said that red-light running was not a problem in Menlo Park where these cameras would be set up. They also said that these cameras did not reduce the volume of auto accidents. There were studies, conducted by newspapers and teachers, which showed that accidents increased, rather than decreased from the installation of these cameras. The city of Menlo Park would then be financially accountable for the accidents. Researchers behind the study contended that red-light cameras were a wrong and a bad solution to the problem.

Findings

Official records said that more than 92,000 crashes result in 900 deaths each year by drivers running the red traffic light. Statistics reflect that red-light running accounted for 15-21% of accidents. Of the 260,000 red-light running accidents, 750 were fatal. A primary response to this huge casualty was the installation of red-light cameras or RLC.

The installations greatly decreased driver violations and increased in red-stopping as they approached the cameras....

These cameras proved so successful that the Millbrae Police Department planned to expand its program. The pattern was reflected in San Mateo and Belmont. In the busiest intersections in these select cities, a great reduction of red-light runners resulted from the installation of red-light cameras.
Opposition was also noted. Some said they flashed too brightly. They were an invasion to privacy. Red-light running was not a problem in places like Menlo Park. Others said that RLC did not reduce the volume of automobile accidents. The objections, in general, saw RLC as an inaccurate solution to the problem. However, on the whole and in the majority of cases, the installation of red-light cameras reduced red-light running among drivers in participating cities nationwide.

Method

This study used the descriptive-normative method of research in recording, describing, interpreting, analyzing, and comparing information from reliable and updated sources, such as peer-reviewed journals.
