The problems with the sample Request for Proposal (RFP) deal with the requirement of at least 60% of the participants must be placed as self-employed individuals, on in jobs that are training related.

The sample jobs do not lend themselves to self-employment or training in many cases, and it seems that if that part of the program is met, it would lead to an over abundance of training personnel and self-employed personnel, rather than training in a vocation where the individual can grow and gain responsibility. In addition, the subcontractors are responsible for recruiting, when it seems a better solution would be to utilize local or government programs, such as unemployment offices, where individuals are in need of the service. General information The state has acquired funding to promote green technology and equipment to businesses that are prepared to implement green, energy-saving products and measures to their businesses. Businesses must pay for the cost of installation, while the state's funds will cover the energy-saving equipment, such as turbines and solar panels. Programs submitted for consideration must project savings of at least 50% over conventional utility costs, and must include the entire businesses' utility needs (installing partial systems is not allowed).

There is $2 million in funding available, and there is no limit to how large or small the businesses are that enter the program. Time of performance is one year, beginning July 1. a. Appropriate types of energy-saving equipment Certain types of energy-saving equipment are acceptable to propose for businesses, including tankless water heaters, solar panels, wind turbines, complete solar heating and/or cooling systems, solar power generators, geothermal powered systems, and replacing entire lighting systems with compact fluorescent energy-saving lighting. b.

Basic program design Businesses must design their own programs, which will be approved on a case-by-case basis. The program should be able to be implemented within the one-year time frame, and businesses must be able to finance the costs of installing the equipment themselves. Proposals should include evidence of financing and/or ability to pay for installation. 3.

Choice of proposals Participants will be chosen on the basis of their proposal, including the scope of the project, time frame for completion, amount of energy saved, and how many employees and/or customers will be affected by the change in energy usage. There is no limit to the size of business that can apply for the program. 4. Payment procedure The state will take care of payment to vendors and suppliers of the chosen energy-savings equipment. All proposals must include monthly reports on the progress of the installation of the equipment, and must keep a report for one year after installation comparing energy costs from before installation to one year after installation.
