Abstract

The project strategy will focus on making Jamaica not only gateway to the rest of New York City, but a destination in itself. The response strategy must not only demonstrate the ability to complete all the requirements of the project on schedule, it must highlight the benefits of the project for the Jamaica community.

Description of RFP

The Greater Jamaica Development Corporation (GJDC) is requesting proposals for development of a 58,050 square foot property located on the western edge of Jamaica, Queens. The property is composed of 11 contiguous lots containing various structures. The site is located in such a way as to become a transit-oriented site due to its proximity to JFK Airport. Jamaica is the first stop on the way to all other Boroughs of New York City. The site is zoned for high density, mixed use development and will be the target of many infrastructure investments to be completed by the year 2016.

Required Components

The RFP response must include a detailed narrative description of the project including the type and size of development, the location, and a detailed descriptions of each of the facilities that will be housed within the development complex. It must include a description of the number of parking spaces, as well as the type and number of commercial tenants. It must include a list of potential tenants for the proposed project as well as any apartment sizes, income requirements, or subsidy programs that will be utilized for residential housing in the complex. It must include a narrative describing all assumptions contained in the RFP, with special attention to the existing tenant, Duane Reade, that will allow them to keep their current store layout and concept.

The RFP must include the architectural design and site plan, including square footage as well as schematics, floor plans, material costs, material sources, and architectural drawings that indicate scale of the project and how it will blend into the surrounding community. It must also include a section on how the project will meet the requirements of green building and sustainable design. The design process must use as much natural lighting as possible, the lowest amount of fraw materials, and an assessment of how it will impact the human environment surrounding it. The requirements include analysis of drop off, carpooling, as well as traffic flow according to the time of day and any other traffic issues that may affect the site.

The RFP requires that the purchase price be expressed in a fixed dollar amount with no contingencies. The developer must be prepared to pay the full amount at closing. It must reiterate the RFP's requirement that the property shall be delivered in an "as is" condition with no implied or expressed warranties.

Although it is not required by the RFP, prior to the submission the respondent will conduct a phase I and phase II environmental assessment to determine any hazardous materials present, as well as a plan and costs for removal and disposal of any materials. The assessment will include it interior and exterior sampling of building materials, as well as the determination of any underground storage tanks that may affect the cost of the final project. This assessment will also include soil and water analyses that may affect construction, Water drainage, or the ability to tie into existing infrastructure. A private contractor will be utilized for the performance of this assessment. The company will attend all site visit dates.

3.0 Project Nature

The RF P. response will be achieved as an individual investor and will utilize private funds and grants available to achieve the planned development of the site.

4.0 Response Strategy

Aside from including all required components, the response must assume that current tenant, Duane Reade will continue to occupy the space developed for the site. All properties will be delivered in an as is condition. The response will address all assumptions presented in the RFP. It will demonstrate how the project will complement the local character of the Jamaica community. It will capitalize on both local and tourist-type visitors as well as the unique diversity of cultures that makes up the character of the local community.
