Safeguarding the Public-

The 'MTL Safety Policy' outlined by the Department of Electronics and Electrical Engineering states that during the course of the incorporation of the MTL, it will make sure that the following conditions would be met with: the health and the safety and the welfare of all the students and the staff and the others involved in the implementation of the MTL would be undertaken according to the rules and regulations prescribed in the 'College Safety Statement', and also the Health and Welfare at Work Act of 1989, and all the legislation that is related to thee subjects in any manner. In addition, all the students and the staff and anybody who may be involved in any of the activities of the MTL must also undertake a vow that they would be responsible for their own personal safety and well being at all times, as will the Heads of the various Departments within the campus. All the personnel, in fact, share the responsibility of safeguarding the public within the MTL area, and it is generally recommended that this is carried out by the system of forwarding all the comments and any complaints or any sort of queries on the issue of safety to the concerned safety officers, and these persons will take up the responsibility of carrying out regular safety inspections, and maintaining all the pertinent records. When the cable is to be laid along pavements by the cable TV network contractors who are responsible for the safe laying of the cables that connect homes to the network, certain guidelines are to be followed by them. First and foremost, the contractor must be able to provide all the labor and also the required information as and when necessary or when requested by the authorities and officials, and also furnish the details of all the services that he would utilize in the process of the installation of the cable connections, and of all the various operations that are connected to such a process. These may be the excavation, the trenching, and also the backfilling of all the underground utilities that he would connect with during the process. As far as the issue of excavations, backfilling, the laying of tar and the storage of spoil from the area of the cable laying work is concerned; it is the contractor who is responsible for safeguarding the safety of the public while carrying out such dangerous works. He must ensure that the public citizen is not harmed in any manner while the process of excavation and other works are going on. For example, all the vegetation or refuse that has been removed from the site would have to be stored in a safe place prior to the laying of the cable. Storm water, if it is present, must be diverted to another area so that it does not interrupt the progress of the work and also does not interfere with the final result of the work. Utmost attention must be paid to the backfill material to be used to fill up the spaces left behind by the excavations that have been made, for these materials that ensure that safety is maintained. Prior to backfilling the area, all debris must be removed, like for example, stones, rocks, any sharp objects, and so on. What must be remembered is the fact that a backfill, when improperly placed, have the result of inculcating a wedging action against the existing structures or the existing pipelines of the structure. Soil must be controlled, and compaction maintained, so that there will be minimum percentages of maximum density occurring throughout. If the area where the cable to be laid is under a lawn, then 6 inches of sub-grade soil must be compacted, and each layer of subsoil or backfill must be of a maximum density of 90%. If the cable is to be laid under a walkway, then the compaction must be of 6 inches of sub-grade, and each layer must be of the maximum density of 95%.
