CISM is applicable to all persons, because ideally critical incidents should be prevented, not simply managed after the fact. Pre-crisis planning must take place on a regular basis, and often non-emergency personnel in the workplace are the best equipped and most available to handle these problems. Crisis diffusing and debriefing may also be delegated to in-house personnel at smaller organizations, where off-site counseling is not affordable or available.
