The legislation relates to the idea of changing the Public Health Service Act with the purpose of introducing research processes that make use of human stem cells.

The legislation is particularly interesting because of its studies in the field of stem cells involving human embryos. Although the legislation bring forward problematic ideas because of the difficulty associated with actually coming in possession of human embryonic stem cells, the fact that there are numerous individuals willing to donate such resources with the purpose of promoting scientific advancement makes it possible for experts to progress in the domain.

There are two principal methods of gaining access to human embryonic stem cells: "(1) were created using in vitro fertilization for reproductive purposes and are no longer needed for those purposes, and (2) were donated by the individuals who sought reproductive treatment with written and voluntary informed consent for the embryos to be used for research purposes and without receiving any financial or other inducements." (H.R.2433 -- 113th Congress (2013-2014)) The Secretary of Health and Human Services is in charge of getting actively involved in providing a safe environment for human stem cell research.

One of the principal concepts related to such projects relates to how human cloning is strictly prohibited. Human cloning is carefully defined as a process and the Secretary is expected to implement a series of regulations meant to ensure that research does not address this topic. The Anti-Discrimination Position Statement at the National Association for the Education of Young Children (NAYEC) concentrates on the idea of children being very likely to be discriminated as a consequence of their background.

With society often addressing the idea of discrimination as being a concept that typically involves adults, children are rarely brought into public attention regarding the matter. This makes it especially difficult for the authorities to be able to implement programs meant to ensure that children are provided with equal opportunities and that both teachers and other children refrain from engaging in any kind of behavior that might be considered discriminatory.
