The title page of the document is formatted properly and attractively with the use of bold and different font sizes to allow ease of eye movement across the page, and the title page also identifies the author and date submitted. A table of contents is included, and it does use capital letters for all the major divisions of the report. Subheadings are also used. The content is fairly well developed and generally remains on point related to RPM.
However, there are some formatting issues with page breaks. There is at least one orphaned line. There is also no abstract, and instead the author includes random words and phrases. Although the report is fairly well written, and includes a list of recommendations, it lacks polish and needs additional formatting and editing. Few external sources are used in the compilation of the research.

The title page is not formatted properly, and several lines are not centered. The initial memorandum page is organized correctly, but the abstract needs a page break at the start. It is, however, a well-constructed abstract. Unfortunately, the author omitted a table of contents, which would have been helpful in organizing the work. There is an underuse of external resources, and correspondingly, a lack of in-text citations. The list of recommendations is strong and clear. The author neglects the use of visuals, which may or may not have aided the delivery of the material. Also, no cultural reference was included in the write up.
