A table of contents is included, and it does use capital letters for all the major divisions of the report. Subheadings are also used. The content is fairly well developed and generally remains on point related to RPM.

Although the report is fairly well written, and includes a list of recommendations, it lacks polish and needs additional formatting and editing. Few external sources are used in the compilation of the research.
