Texas Governor

The governor role in regards to modern politics is driven by establishing consensus. Globalization, a more diverse population, and minority interests now are cornerstones to political platforms. The last presidential election was a testament to the growing influence of stakeholders other than that of the majority. Texas is no different in this regard. Texas, is arguable the most diverse state in the nation. According to the 2010 USA TODAY diversity index, Texas scored a 66, ranking the state in the top 6 most diverse states in the nation. In order to adopt contentious aspects such immigration legislation, and health care reform, a governor must have the ability to compromise to arrive at a consensus that benefits society as a whole.

To begin, as governor I would begin with the universally accepted policy concepts. Few would argue against the merits of a strong educational system. As such, policy changes needed to impact the education system should be addressed first, as society generally agrees on its intrinsic worth. The disagreement would occur in the actually policies needed to improve education, but few would denigrate the need for a sound system of education. To accomplish education reform, consensus and relationships must first be established. The political system in Texas is unique as many powers normally given to a governor are distributed among several offices. As such, the governor of Texas must be willing to work and collaborate with varying offices to establish reform. The governor does however have the power to appoint people to boards, commissions and offices throughout the state. As such, as governor I would appoint individuals who both agree and disagree with my points-of-view regarding immigration reform, education, and healthcare. This method, although slower in regards to policy implementation, would be best for Texas as a multitude of perspectives are represented. Those with differing opinions also have the ability, power, and forum by which to express them. By electing competent individuals to offices that are critical to reform, I will make higher quality decisions regarding many of the more contentious issues of the states. Further, I will ensure that most constituents that are impacted by this reform are represented.

After appointing quality individuals to offices of power, I would then provide a framework, goals and policy targets by which those in office must follow. For instance, in regards to education, a goal would be to increase high school graduation and literacy rates by 5%. Depending on the available information, a goal may be to increase math and science grades and overall enrollment by a predetermined amount. In regards to immigration reform, a goal would be to decrease the overall amount of illegal immigrants entering the country by 3% a year. The goal and policy targets will be structured in a manner that encourages innovation while being very specific on what needs to be accomplished.

After appointing the correct individuals to leadership roles within the government and providing measurable goals to judge progress, I would then arrange for frequent and contentious meetings. The Texas governor has the power to call a special session of legislators to call attention to a particular issue or cause. As governor, I would utilize this power extensively to facilitate the process of education, immigration, and healthcare reform. These meetings would be designed to "tear down" ideas and find aspects which are in error. By appointing the correct individuals in step one, these meetings will be very productive as all stakeholders have a voice and are represented. These sessions should be candid as millions of U.S. citizens will be affected. The meetings will also allow a medium to arrive at a consensus regarding policy issues. As governor, I would moderate these sessions to ensure the interests of those in Texas are adequately represented. If the group provides a solution that I believe will not be in the best interest of Texans, I would utilize my governor power of veto. Once policy decisions have been decided upon, and finalized by the governor, the final step would be to inform the public and implement the solutions.
