Buying a personal computer is a complex process that can be difficult even for experienced buyers. The process starts with the buyer identifying his or her requirements, then finding one or more computers that meet those requirements and finally selecting the one that represents the best option for the buyer's needs. Many options are available, ranging from large manufacturers with standardized models to computer superstores selling house-brand machines to locally owned stores and consultants building custom systems.

Identifying the requirements may be the hardest task for most buyers. Computer technology changes quickly, and large PC manufacturers do nothing to help consumers with their advertising. In many cases advertisements mislead consumers about what options will give them the most noticable improvements in performance. The advertisements actually push the options that result in the greatest profits for the manufacturer. It is important for the PC to have quality software and enough memory and storage to perform the tasks the buyer will require. A hard drive with a large buffer and high rotational speed will make the most difference in performance for basic tasks, while a fast processor and powerful graphics card are necessary for editing video or playing advanced games.

Large PC manufacturers such as Dell, HP and Gateway follow a fairly standard formula for low-end to mid-range consumer-oriented PCs: an slow Intel Celeron processor, minimal RAM, a small, slow hard drive and Windows XP for about $400. The components used usually come from various manufacturers and are selected based only on cost. House-brand and custom built computers vary greatly, but often use better performing, higher quality components. Local computer builder Zak Wilson refuses to sell anything he would not use himself. (Wilson) Wilson asserts that he uses only high-quality components and prefers to install a Linux operating system customised to the buyer's needs rather than Windows XP. Local computer builders can provide better service, as repair does not require shipping the computer back to the factory. Local builders also have the ability to sit down with the buyer and discuss the needs of the buyer. The best personal computer for the money is almost always the one built especially for the buyer.
