Equal employment refers to the adherence to the requirements of a raft of civil rights laws, which outlaw discriminating against other people on the grounds of race, gender, national origin, physical ability, veteran status or even age (Naff, 2018; Rice & White, 2015). Before the glass ceiling activity, by the Glass Ceiling Commission in the recent past, the law on equal employment was widely viewed as directed at how promotion, hiring and sometimes, compensation should be done. Therefore, the term has a restricted legal meaning to some people.
Theoretically, affirmative action refers to all the moves made by organizations to enhance the equal employment goal. Practically, affirmative action to many people, is the same as hiring and promotion based on quotas of women and people of non white origin where the jobs are predominantly occupied by the white majority (Naff, 2018). The meaning distinctions between practice and theory for the terms: equal employment and affirmative action impact seriously on how the roles and relationships between glass ceiling and managing diversity work.
1. MANAGING HUMAN RESOURCES IN DIVERSE ORGANIZATIONS

Planning for Human resource
Planning for human resource is a special activity that tackles both the short and long term management of the human resource of the organization. Planning for human resource helps to arrive at the right figures, the right people, and at the right pace. They also strive to ensure that the human resource is located at the right place engaged in the right activities. Such organization, as a result of planning, leads to an individual and the organization gaining the most from the interaction for a long time. Human resource planning involves at least four phases. They include goal setting, review of the situation, formulation of strategy, allocation of resource and monitoring (Rees & Smith, 2017). The area of human resource planning is important to an organization because it is the one that aligns the labor supply forecasted with the demand of such an organization. It matches the number of employees with the skill sets needed. The current needs must be assessed before planning for the future.
Recruitment
Every position should have a recruitment plan that is documented approved by the organization. If the plan is carefully crafted, it provides for ways of attracting, recruiting and retaining the best labor force on the market. It also incorporates all groups in the applicant pool. Such a plan also includes channels for advertising to rein in the desired manpower (Rees & Smith, 2017). It is the hiring manager that normally drafts the recruitment plan. The placement goals are clearly laid out in the requisition of the position in the Applicant Tracking System (ATS)

Any employer that wishes to develop a work force that is diverse should use methods of recruitment that attract applicants from all walks and groups in society. Training in the use of objective methods and standards is imperative for recruiters. They hold the key to sustaining employment diversity. The flyers sent out for recruitment should include images of people in the minority segments. Ads could adopt a bilingual approach, and the interview can be done via translators where appropriate. The bottom-line is that the employers should build a perception of equal employment and practice it (Lievens, 2015). Advertizing should be made in such a way that it reaches the widest audience. They should also offer as many channels for replying as possible.
Selection for diversity
There should be a selection committee to ensure that applicants are interviewed by more than one person. The hiring manager arranges for a team that will interact with the applicant directly and indirectly in the course of employment. Each such manager should install a search committee with diverse membership of the staff. A committee member will be appointed to serve as the Affirmative Action Compliance overseer (Lievens, 2015). Women and other underrepresented groups should be granted equal chances of serving on the search committees. Participation should also be encouraged. If some departments lack diversity, they could hire people from outside to serve on the each committee.
Search committees are ideally supposed to review all the applicants to make sure that each of them has been interviewed by more than one person. This is meant to cut out biases. For some recruitment, two members of the committee can review all the applicants to trim them down, for recruitments that present large pools. The human resource may also conduct the operation. The reviewers from the committee may provide comments regarding the qualifications of each applicant relative to the minimum requirements of the post.
If the list is not diverse sufficiently, the head of the department will reach out to the search committee chair to ventilate on how diversification can be enhanced. One of the options may be to review the applicant pool again and identify potential qualified persons before reviewing applicants who are already of interest (Rees & Smith, 2017). If it is decided that there is a need to review the expressions of interest, that chair of the search committee may move the ones with expressions of interest to the pool of applicants in a single or more batches , on varied dates to attain a diverse pool that is sufficient and qualified. The search pool also reviews all expressions of interest moved to the pool.
Describe how organizations develop human resources, including training and development (expand on transfer of learning) based on diversity
Diversity training is meant to increase the cultural awareness of participants, their communication and knowledge. Diversity training can be what an organization needs to prevent violations of civil rights, increasing the number of various identity groups and enhancing team work. The central objective of a successful diversity training program is to build a work environment that is positive through assisting the workers to tolerate each other’s differences and to recognize each other’s contributions, irrespective of their socio-cultural, ethnic or political origin and affiliations or persuasions.
There are many ways of implementing diversity training. Professionals may come to the work place. The staff may also attend the training in some off-site location for a series of trainings spread over a span of time and days. The experts can explain aspects and details of the various issues relating to diversity. Such protracted offsite programs can prove to be expensive (Phillips et al., 2016). The easiest way is to book a venue in a hotel that is business friendly, and use the conference halls. The staffs will have a chance to interact and learn more about each other. A facilitator of the retreat can get diversity of the workplace resources and take the staff through the learning sessions.
Diversity is not a one-time initiative. It is more important for company to embrace a diversity friendly employment and empowerment structure where the various genders are given equal chances of climbing the career ladder (Phillips et al., 2016).
A lot of organizations only talk diversity but hardly live up to it. When there is an effective diversity employment, deployment and promotion policy in an organization, the staffs will see the humanistic qualities inherent in people from varying backgrounds (Forbes Coaches Council, 2018).
It is important for an organization to make inclusion and diversity, a central value and develop a habit that is actionable. Employers should seek to transform their places of work into an environment that is inclusive. Such an environment is one in which teams respect the contribution and style of their colleagues. A diverse workforce is the ideal recipe for competing favorably on the world stage.
It is only possible for diversity training to take effect if the culture of an organization also changes. The measurement of diversity training is hinged on the frequency with which an organization recognizes its employees, based on their performance and achievement (Forbes Coaches Council, 2018). The measurement then drives the culture shift. Diversity relates to the mindset and appreciation of differences in the team. Usually, when the emotions are hyped high, the ability to strategize is compromised. A company should develop a simple complexity plan. A pressure plan involves a conversion that is collective in which people are trained to apply reasoning in situations and view it from all possible angles so as to expect effects and decisions. Preparedness helps to prevent emotion from causing commotion but leads to information.

Diversity management in HR has become a hot subject because businesses are under pressure internationally. The evolving composition of the labor force, the increased awareness of the composition of human resource management and the backfiring that is an outcome of the special treatment of female employees and minorities have all contributed to the new developments. Diversity goes beyond mere equal employment opportunity. Managers should note the fact that change is gradual, but should still occur, and should be encouraged. Handling diversity calls for creating an appropriate environment for the leaders and workers at the work place to interact. Initiatives such as social meetings and business meetings in which each member of staff has a chance to showcase but still feels comfortable builds an ideal atmosphere for free expression and a chance to listen to the others. It is also important to implement mentoring programs to guide workers on how they can access information freely. Feedback should be constructive, and meant to build the competencies of an employee. In the same measure, employees should be acknowledged and recognized whenever they have achieved beyond what they are ordinarily mandated to do. Managers should be prepared to review their diversity management techniques where they are found to be ineffective. However, the employees should be informed, beforehand, why there should be such a change. Managers could even appoint someone with great influence to lead in the change process. The whole team must be on the same page with regard to why change is happening. As the world shrinks into a global village, the advantages of having a diverse workforce cannot be overemphasized. Now the question shifts to what kind of diversity will help an organization to stay on the edge. There is, therefore, a need for a change of the mindset. Organizations should stop for a while and study the composition of the diversity, relative to the needs of the organization. The underlying beliefs should constantly be questioned if organizations are to rise to the next level.
