I can understand exactly why fueling the future and security issues are so important in your particular industry. Security concerns in particular would demand multiple approaches to safeguard proprietary information, it systems, equipment, and materials. Likewise, it is obvious why environmental consciousness also impacts your organization in terms of recycling scrap material and disposing of industrial waste responsibly and safely.
You referred to the so-called "brain drain" affecting American business and that would seem to be a tremendous concern in your industry. The United States no longer leads the world in the quality of its education systems or in the qualifications of it graduates in technical fields. From a human resources perspective, that necessitates creative solutions that must go much farther than merely fulfilling the traditional major focus of human resources (i.e. selecting the best qualified applicants). The relative difficulty of finding enough American graduates with technical training and degrees may require your organization and your industry to increase their support for education grants and other similar opportunities to encourage more American students to pursue technical studies in higher education. Likewise, human resources may have to increase their emphasis on employee development and continuing education.
At the same time, I agree with your characterization of the importance of ensuring that your recruitment and training processes are conducive to identifying and hiring the best foreign-trained talent available. It would seem that your organization should exploit both those avenues to secure the best possible candidates for positions in a manner that maximizes the cultivation of talent from both domestic and foreign sources.

I can certainly understand why fueling issues are such a concern in your organization, given that both your ability to deliver services and the expense of doing so is directly dependent on fueling your vehicles. Similarly, security and terrorism issues are also obvious concerns for your organizations because of your responsibilities as first-responders in any emergency situation. I would also agree that the "second attempt" that you describe in connection with your organization's shift from analog and hard copy information formats to digital paperless operations is essential. That would appear to be equally true whether from the environmental conservation and responsibility point-of-view or from the tactical perspective of maintaining crucial communications between and among various first responder entities and the other agencies and organizations that would typically have to coordinate their services with those provided by your organization.
