Strategic management is increasingly important in the public sector. Public sector organizations are incorporating strategic management principles in an effort to enhance organizational effectiveness and efficiency. For a police department, the goals and objectives must be informed by both internal and external factors, such as available financial resources and personnel, crime rates, and socio-cultural setup. During strategic planning, the department must, for example, consider whether it has the resources and personnel needed to respond to crime, prevent crime, and to enhance public safety. Identifying stakeholders and their needs has played a crucial role in increasing the effectiveness of the police department. The department has strove to work closely with community leaders and members in developing and implementing its community policing strategy. This approach has led the department to discover critical perspectives it might have left out without involving stakeholders within the community. In most cases, police-public relations are not cordial, particularly due to the public’s distrust of the police (Mitchell & Casey, 2007).

It is especially vital to incorporate the needs of stakeholder groups when preparing budgets (Doss, Guo & Lee, 2012). Addressing the needs of each stakeholder group certainly requires financial resources. The strategic plan must make provision for these resources. For instance, enhancing the capacity of police officers requires adequate equipment and training.

The budget, therefore, must allocate sufficient resources to personnel training and equipment acquisition. Also, the preparation of the budget must take into consideration the needs of the community.
