Several government agencies have been created or assigned new missions to ensure security of the United States since the 9/11 terrorist attacks, especially with regard to global transportation. Throughout the course, we will examine multiple perspectives within the field of environmental ethics. While we tend to examine these perspectives through our own individual lenses, it is equally important to understand the collective environmental ethics that guides our society and country.

For this paper, you will complete a broad survey of the U.S. government to see if you can argue whether there is a clear environmental ethic from review of statutes, agency missions, policy statements, etc. For example, you have a friend who is from Portugal who is also in the environmental field visiting you. Rethinking EPCRA: How Much Should the Public have a Right to Know?
Although the topic for this module is disaster response this case focus of disaster response for hazardous materials. Why? Because the majority of emergencies at the local level of government which have had a significant change on local response activities involves hazardous materials. This issue of risk reduction and secrecy has been debated among the states since 9-11 and the formation of the Department of Homeland Security. Last year this issue was discussed at the 2002 State Emergency Response Commission Conference.
Before we proceed you must know what the EPCRA is known as in the world of disaster and emergency management. EPCRA is know as the Emergency Planning and Community Right-to-know Act. (US CODE COLLECTION TITLE 42 > CHAPTER 116 CHAPTER 116 - EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW SUBCHAPTER I EMERGENCY PLANNING AND NOTIFICATION SUBCHAPTER II REPORTING REQUIREMENTS SUBCHAPTER III GENERAL PROVISIONS)
EPCRA was passed in response to concerns regarding the environmental and safety hazards posed by the storage and handling of toxic chemicals. These concerns were triggered by the disaster in Bhopal, India, in which more than 2,000 people suffered death or serious injury from the accidental release of methyl isocyanate. To reduce the likelihood of such a disaster in the United States, Congress imposed requirements on both states and regulated facilities.

EPCRA establishes requirements for Federal, State and local governments, Indian Tribes, and industry regarding emergency planning and "Community Right-to-Know" reporting on hazardous and toxic chemicals. The Community Right-to-Know provisions help increase the public's knowledge and access to information on chemicals at individual facilities, their uses, and releases into the environment. States and communities, working with facilities, can use the information to improve chemical safety and protect public health and the environment.

EPCRA has four major provisions:
o Emergency planning (Section 301-303)
o Emergency release notification (Section304)
o Hazardous chemical storage reporting requirements (Sections 311-312), and
o Toxic chemical release inventory (Section 313).

During the 2002 State Emergency Response Commission Conference, Colorado expressed concern that regardless of EPCRA, risk reduction can't be achieved through secrecy. If there is important information that should be available to the public, the information should be communicated in a timely and reasonable manner. Idaho commented that since the public has access to a wealth of information under existing EPCRA guidelines, the focus must shift to a debate about who needs to know what and when.
In Idaho's opinion, the best strategy may be to modify EPCRA and determine a methodology similar to that used by law enforcement and the medical service, to restrict the flow of information to the general public. It was pointed out that in fact, many government agencies and private businesses have already modified their information dissemination procedures. Missouri indicated that many industries and government entities in that state have modified their information request procedures to conform to new legislation. Montana informed the group that its Attorney General may consider whether certain information compromises public safety and if so, issues a protective order against its release. There is some doubt however, whether a statutory exemption would fully restrict sensitive information obtained through the Internet or documentation, from the general public.
The participants were reminded that the purpose of EPCRA is to make the public more aware of what exists in their neighborhoods so that an appropriate response can occur.
Information Access
The SERC chairs did not consider restriction of information to be a priority matter. North Dakota concluded that if EPCRA modification is required, the action should occur at the state level rather than federal level. Others emphasized that EPCRA was enacted to not only aid response but also to keep the information out of the wrong hands. SERCs/LEPCs should consider what information is required and then recommend procedures that local jurisdictions can use to protect the dissemination of the information. Finally, Idaho urged EPA to develop and issue consistent guidelines to ensure uniformity among the states.
Session IV. Hazardous Materials and Homeland Security Planning
The lack of hazmat planning in rural populations generated numerous concerns. Montana and North Dakota suggested that LEPCs should establish minimum levels of performance for what they do. In Montana, several tribes have created Tribal Emergency Response Commissions (TERCs) and of these, three have combined with local and regional LEPCs. The states indicated that jurisdictions cannot build a WMD capability without first strengthening hazmat capabilities. Without question, however, short and long-term strategic planning and partnering are the places to begin.
Planning and the related involvement of appropriate local, state, and federal officials require funding sources. As in other discussions, a number of SERC chairs once again emphasized their preference for distribution of funds by the governors while others questioned excessive federal involvement in the process. They also focused on existing funding streams and associated guidelines, suggesting that greater flexibility is desired.
SERC Conclusions and Recommendations
During the final session, the following conclusions and recommendations were made:
? Enhanced SERC Involvement in Homeland Security Activities
A majority of SERC representatives indicated that if the states become engaged in homeland security planning, they should initially assess existing systems, programs, and organizational structures to avoid redundancy and an unnecessary overlap of functions ("two hats"). Moreover, there is no need to reinvent the wheel. However, they recognize that the SERC's role is dependant on interagency and intrastate coordination that typically varies from state to state While there have been no official recommendations or guidance on this issue, Charlie Biggs had indicated that FEMA is considering SERCs for an increased role in homeland security.
Many SERC representatives stated that federal agencies should increase their awareness about SERC, LEPC, and Risk Management Pan (RMP) issues, programs and planning efforts at the state and local levels.
? Development of State Strategic Plans
There was general acknowledgement that if the states develop and implement strategic plans, they must ensure that the plans incorporate multiple components such as federal guidance and requirements for mutual aid compacts. States should also address funding in the strategic plan. A majority of participants indicated that any future funding should be distributed by the federal source to the governors for allocation to state and local agencies.
? First Responders
There was extended discussion concerning the current state of training and equipment for first responders. The SERC chairs recommended that the appropriate federal agencies such as the Department of Justice (DOJ) aggressively act on the issue of standardized equipment and communications interoperability. An emphasis must be placed on local needs, local action, and local response as well as state and local collaboration.
? Emergency Planning and Community Right-to-Know
It may not be necessary to change the content of information that is currently available to first responders. While EPCRA is not an issue it may be necessary to consider better methods of communication the information at the local level that the general public needs.
Arizona recommended that NGA maintain a web site/serve as a central clearinghouse for legislation such as EPCRA information and SERC membership requirements.
? SERC and LEPC Partnerships
Again, partnerships must local action, local needs, and local response as well as state and local collaboration. The importance of partnerships should be reflected as part of the strategic plan. In addition, SERCs and LEPCs should actively promote the involvement of private industry and facilitate the adoption of mutual aid agreements between facilities. Finally, Special Environmental Projects (SEP) provide opportunities to promote relationships.
? Risk and Liability Issues
Industry Practices and standards should be considered during strategic planning activities. These include simplification and minimization of liability. State and local agencies should be aware of accident prevention, security enhancement, and risk identification and prevention activities.

Public Diplomacy

The US regards itself as a benevolent country, guided by not only its national interests, but also by the desire to see all nations free, secure, and prosperous. Yet, many populations overseas mistrust US motives. Why is this the case? How has this situation developed since our first Gulf War? What is the US government doing about it, and is it succeeding?

The primary objective for the paper is to evaluate the effectiveness of one element of the national instrument of diplomacy, public diplomacy?what a former congressman characterized as ?the promotion of American principles to foreign nationals, non-governmental groups, institutions and the international media via cultural, education and informational programs.? Representative Henry J. Hyde summarized public diplomacy as ?the collective name given to efforts by the US government to explain its foreign policy to the world and encourage greater familiarity with the United States by the populations of other countries.? This paper option is an opportunity to understand why the US is viewed so negatively in so many regions, what the US government is doing about it, and why winning the war of ideas is important.

Historians of the 1890s through 1950s focused their studies of the early republic on the story of an emerging democracy. They glorified the story of the common man, exalted the life and presidency of Andrew Jackson, and triumphed an American society and political culture that opened suffrage to the masses (always defined as white men). But, in the late 1960s a new school of thought emerged that focused on the early idea of republicanism. Ideas about classical republicanism rested at the heart of this new examination of revolutionary ideology. What was republicanism? What did it mean to early Americans? What aspects emerged in conflicts that broke out in the early years of the infant republic? From Shayss Rebellion to the Whiskey Rebellion? Confederations to Constitutions? Banking Schemes to Sedition Acts?

While previous historians had examined the 1830s as the natural byproduct of a revolution about taxation without representation, younger scholars focused on the ways that republicanism colored the language independence and good governance. The 1830s were not a period of unbridled progress, they argued, it was a separation from revolutionary ideals as an ideological revolution gave way to an industrial one. Early Americans became befuddled by mysterious systems of credit, angered by seemingly intrusive government agencies, and annoyed by an increasingly mobile and immoral society. Some attempts were made to wed republican ideals to the new market systems. How did these attempts fail? How did Americans react to the perils of progress wrought by the Market Revolution? At the same time, internal pressures of an increasingly divergent societynorth and south, east and westthreatened to tear the world asunder and expose the deep scars of slavery.

How has our new understanding of the period (clearly a more critical one) changed the focus of early American historians? Who now belongs to early American history? How is the rise of democracy treated? How are democratic politicians treated in the literature? Now, think about the events discussed in class in lecture and readings and imagine how the new framework has changed the way we look at these things.

Has the Australian Defense Force (ADF) broken the code to successful integration of joint-interagency support during the conduct of military operations?
BACKGROUND AND SIGNIFICANCE
After the end of Australian involvement in the Vietnam War the government of Australia decided it was time for reorganization of the departments supporting the military services, Army, Navy and Air Force and recommended the unification into one single Department of Defense. The government accepted the recommendations creating a unified Defense Force Staff with associated postings to support the effort, and on 9 February 1976 the Australian Defense Force (ADF) was born. Over the course of the next thirty years the ADF would continually redefine its role and how it interacts with supporting / supported government agencies in the conduct of military operations.
The contemporary security situation that exists today cannot be compared to the Cold War paradigm of the past that formed the parameters for military operations and interaction with foreign governments. The target set that presents itself is entirely new with added complexities that military forces neither trained, nor were expected to perform in the course of normal operations. A better understanding of the regional security situation at an earlier stage enabled the ADF to be prepared for the 21st century prior to others. Interaction with all aspects of government sooner in an officers career has significant impact on the ability to work in and out of government circles.
Operations in the Solomon Islands, East Timor and more recently in Afghanistan and Iraq have showcased Australias ability to conduct military ventures with a joint-interagency approach far surpassing its nearest ally. This whole of government approach (WOG) that the Australians utilize appears close to mastery with the recent successes over the spectrum of conflict in their region and globally. In the complex security situation of the 21st century we find ourselves immersed in politics as much as warfighting upon the onset of conflict, so much that the acronym PMESII [political, military, economic, social, information and infrastructure] has been developed by the US military to aide in planning and execution and give a greater awareness of its role in the conduct of military operations. Australias tri-service attitude and depth and breadth of knowledge across government bears further attention and might hold a glimpse of the future of US military action.
WORKING HYPOTHESIS
The Australian Defence Force has developed a keen sense for joint interagency operations since reorganizing as one multi-capable tri-service after 1976, serving as a model for western militaries seeking a whole of government approach in the security situation of the 21st century. Further analysis will inform and define what brought about this radical change in the ADF and what direction it will take in future joint interagency operations.
METHODOLOGY
The intent of this monograph is to inform the reader through the most practical and simple means of explanation available. Complexities will be spared where they only serve to confuse the reader and care taken to ensure that the issue of the ADFs ability to work across the PMESII spectrum is fully analyzed. The approach will look historically over past operations and recent ones to showcase examples of Australian interagency efforts from the Solomons to Iraq.
The Australian Defence Forces (ADF) involvement, over the period 1993 to 2006, in a range of operations and aspects of conventional conflict and the ADFs whole of government (WOG) approach is analyzed in what follows. During this time period the ADF saw activity in the following: Operation Solace (1993) Somalia; Operation Lagoon (September-October 1994) Bougainville; Truce Monitoring Group (TMG) and Peace Monitoring Group (PMG) Bougainville (1997-2001); International Force East Timor (INTERFET) and United Nations Transitional Administration in East Timor (UNTAET) (1999-2002); Operation Enduring Freedom in Afghanistan (2001-2006); and Operation Iraqi Freedom (2003-2006). What makes these operations unique is the stated fact by the Australian Government for the continued and increased Whole of Government approach to the conduct of military operations. For the purpose of this monograph only three of these operations will be looked at in an attempt to analyze and estimate the effectiveness of the operation and reasons tied to the success of the ADFs WOG approach.
The rationale for this approach will allow the reader to gain insight into the inner workings of how the ADF is founded with a close relationship to government that begins in the early stages of an Australian officers career and continues ascendancy of rank and promotion. The operations chosen cover a recent time period of exceptionally high operating tempo for Australias forces.
There are numerous government white papers and pamphlets produced on the subject of military operations and governance, as well as numerous studies of each of the proposed operations that will be researched. Thorough examination of the success and failure in the Australian Defense Forces whole of government operations will give an indication of what is required for success in future operations as well as potential indicators of success that may well be leveraged by allied forces in the future conduct of operations in the contemporary security situation f the 21st century and beyond.
