To avoid dysfuntional patterns to better protect this Country, our intelligence community (Homeland Security) must bypass people who put their private careers over national interest. Principles, morals, interity, accountability and proper management must top the list.

Note: Contents of paper must include: When you keep reorganizing, repackaging the same problems progress will not be achieved. The change has to come from within, either personnel has principles and morals- we know right from wrong and live that way- or we don't. What are the recurring strategic themes in the history of U.S. intelligence that seem relevant to all the significant reform catalysts described above (only discuss those relevant to all three eras in question)? Have these reforms been reactive in trying to deal with past events or are the reforms forward-looking and proactive with the point of dealing with future trends and patterns in national security and national economic threats?

I don't know if I used the right document type. I included the assignment:

Draft a 500-750 word policy memorandum from the perspective of either the Secretary of Homeland Security or the Director of National Intelligence to either the intelligence community or the homeland security enterprise outlining andsupportingyour recommendations for either for 1) increasing the effective use of intelligence in homeland security

DO NOT fall into the rhetoric trap. Remember to outline, organize and support your assertions.
You MUST use appropriate references and citations (Turabian).
Scholarly formatting is important (assertion-support-summary) but the memo format is not. Do not waste time adding fancy agency letterheads etc.
This is an opportunity to be creative but do not underestimate the importance of demonstrating critical thinking and precise language on this exam. Even and perhaps especially high-level policy should be well-organized and supported.

REMEMBER: Successful graduate level writing is as equal parts organization and academically rigorous analysis and substance. Make assertions??"support??"summarize??"repeat. You must use appropriate citations and references using the Turabian style guide. Most students require between 500-750 words to successfully demonstrate mastery of the learning objectives evaluated in this question.

This research paper should focus on the history of the Defense Intelligence Agency from its creation to present day. It should discuss the origins of the agency and discuss how it came about taking into account the events that were occurring in the world at the time. Further, this paper should examine the growth of the agency assessing its role in the greater intelligence community and discuss some of its accomplishments. The research paper should be 8-10 pages long, double-spaced, 1 inch margins top and bottom, 1.25 inch margins left and right. Use a 12 point, Times New Roman font.
