The following is the instruction for the paper:

An ex-ante analysis of California?s school finance system suggests that it has achieved substantial equity. We have a foundation system that guarantees each district an amount of money (the revenue limit), at a tax rate of one percent of assessed value. The State pays each district the difference between its entitlement and what is raised through the property tax system. Evidence suggests that some 97 percent of the students in the state are located in school districts where general revenue limit revenues are within the Serrano band that today is just over $300 per ADA. Moreover, the state has an extensive categorical grant program that should lead to high levels of vertical equity if the funds are allocated on the basis of need.

Yet, other analyses of California school finance suggest that an ex-post analysis of California?s school finance system leads to the conclusion that there are substantial inequities across the state. The filing of a lawsuit by the ACLU two years ago leads one to suspect that others feel the same way. Moreover, because of California?s low ranking nationally in per pupil spending, many argue that our system does not provide adequate funding for public school children.

What do you think? Does California have an equitable funding system? Also, are the funds available adequate? Or are improvements needed. Draft an 8-10 page paper defending your point. If you feel the system is acceptable as it currently operates, indicate why and provide evidence. If you feel that the system needs to be changed, indicate why, and provide suggestions as to how it can be done.

A critical element in thinking about reform of California school finance is Proposition 13. Since this is a constitutional amendment which is unlikely to be changed in the near (or even distant) future, you must consider current property tax laws and systems as fixed in your effort to reform the finance system. If you feel Proposition 13 should be repealed or modified, you may suggest what changes should be made, and how they would help improve the system, but you must also offer suggestions as to how the system would be designed under the current Proposition 13 property tax system.

What I am after here is your thinking and critical analysis of the current system. Any and all options are possible. Be sure to consider equity, adequacy, and if you want, alternative distribution options such as school based funding.

The following is the instruction for the paper:

An ex-ante analysis of California??s school finance system suggests that it has achieved substantial equity. Yet, other analyses of California school finance suggest that an ex-post analysis of California??s school finance system leads to the conclusion that there are substantial inequities across the state. The filing of a lawsuit by the ACLU two years ago leads one to suspect that others feel the same way. Moreover, because of California??s low ranking nationally in per pupil spending, many argue that our system does not provide adequate funding for public school children.

In one page discuss the three pillars of school finance and federal involvement (Equity, Efficiency and Liberty) including, but not limited to, adequate funding, adequate spending, an assessment of the No Child Left Behind Act (NCLB), and federal involvement in policy making.
Outcome:
Examine social and economic implications of complex public policy issues between schooling, healthcare, and public management.

Learning Objective:
Discuss and evaluate school finance policymaking, federal involvement, and department/organization budgets.

This has to be a Point of View (POV) paper. The general subject is related to educational psychology. Among these are the theory of Multiple Intelligences and its use, standards and accountability, the brain and learning, globalization and learning as well as others. This Point of View Paper should take a position on one of these issues and discuss your impressions about them. Why are they issues related to education? What, exactly, are the differing viewpoints? How do they relate to educational psychology? What are the implications in everyday classroom practice?

You may select any topical issue around which to write this position paper. (I will list some topics below to choose from) Make sure you connect this issue both to educational psychology as well as classroom practice.

Here are some issues that Education Week lists as Hot topcis particulary important in education today. You might find this usefull for the topic. Topics are:
A Nation at Risk Adequate Yearly Progress
Accountability After-School Programs
Achievement Gap Alternate Teacher Certification
Assessment Character education
charter schools choice
class size College Access
Comprehensive school reform Desegregation
distance learning dropouts
english-language learners high school reform
Home Schooling Leadership
Low-Performing schools No child left behind
Parent Involvement Prekindergarten
Private schooling privatization of public educat.
professional development reading
religion in school rural education
school construction school finance
school-to-work social promotion
special education standards
student health student mobility
teacher quality technology in education
Title I Tracking
Violence and Safety Vouchers
year-round schooling

Make sure that you connect the issue to some theory in educational psychology. Some suggestions might be:
- does constructivism work in today's classrooms? (Vygotsky, Piaget, Bruner)
- What is intelligence? (Gardner)
- Should schools continue to "track" students ability?(Gardner)
- Should schools adopt manadatory bullying policies?(Kohlberg)
- Do single sex classrooms work?(Erikson)
- Do school uniforms policies work? (Erikson)
- What is the impact of standardized testing on student growth and motivation?

For this paper take one current educational issue that you can connect to educational psychology and discuss its meaning, importance and implication for the field.

The Position Paper should be structured as follows:
- Present the issue under review. Give some background so the reader understands the scope of the issue. Tell why you think it's important and why the reader should care about it.
- Discuss its relevance to educational psychology, or what you determine this relevance to be. How and why do you think it relates to educational psychology? Why should a teacher care about this issue in the context of his/her classroom? Why should parents care? Why should pre-service teachers care?
- Present your opinions, feelings and response to the issue. What do you think about it? How would you handle its resolution(if it needs one)?

3-5 Sources are to be used. Journals and Periodicals can be used.

One specialized type of security is called an equity future. This is a contract that guarantees you shares of a company to be delivered to you not today, but sometime in the future. What you would pay for such a contract depends on a) what price you expect the shares to be at in the future, and b) how volatile the stock is (i.e. what discount rate you should value this future payment of stocks).

Using the Yahoo Finance take a look at the five year chart for your reference company. Using this chart and other information you can find on this company,
write a one to two page paper answering the following question:
What would you pay for 100 shares of Walmart to be delivered to you in one years?
Use the concepts in the background materials to explain your answer.

CAPM vs. APT
The Capital Asset Pricing Model is not the only asset pricing model around. One of the competing approaches asset pricing is called the Arbitrage Pricing Theory, which was developed to address some of the criticisms of the CAPM.
Read the article below and do some of your own research using the CyberLibrary and Internet search engines.
--------------------------------------
Then write a 4 page paper answering the following question:
Do you think APT or the CAPM is the best approach for a financial professional to use?
Defend your answer rigorously. And don't cop out by saying "I like both approaches", take a side and defend it.

Risk and Return
The Economist; London; Feb 2, 1991; Anonymous;
Abstract:
The capital asset pricing model (CAPM) states that the return on a stock depends on whether the stock's price follows prices in the market as a whole. The more closely a stock follows the market, the greater will be its expected return.
A technique called mean-variance analysis can be used to construct a series of portfolios that are efficient. Instead of looking at the covariances among stocks in a portfolio, the CAPM divides a stock's risk into 2 parts: systematic and unsystematic. The CAPM assumes that no investor has better information than another and that, if a stock's beta is known, its long-run return can be predicted. Researchers found that the CAPM works only in the long run. Despite doubts, the CAPS passed most of its early tests. The arbitrage pricing theory (APT) divides systematic risk into smaller component risks. Recent research has suggested that the 4-factor version of the APT is better at predicting the return on a stock than the simplest version of the CAPM. In some of its basic ideas, but not in its details, the APT builds on rather than replaces the CAPM

Module 3
Session Long Project
Using the PC Quote Web Page find the value of beta for Walmart.
Write a two page paper discussing the following items:
a. What does this beta means in terms of your choice of including this company in your overall portfolio?
b. What two other companies would you pick along with your reference company if you are using beta as a criteria? The other two companies that are selected using beta as a criteria is Kmart and Target.
Explain your answers thoroughly.

CU Boxes Inc. makes boxes for shoe manufacturers. One of the machines that CU uses may need replacement.
The following information is available to you:
Revenues will not change if the machine is replaced.
Both the present machine and the new machine will last 5 years and will have no disposal value in five years.
The new machine will cost $400,000. The old machine can be disposed of right now for a disposal value of $10,000.
The new machine will reduce operating costs by $100,000 per year (assume cash flows at the end of the years.)
Assume a required rate of return or discount rate of 9%

Part 1: Determine if the new machine should be purchased. Use NPV, IRR, and Payback in your analysis where appropriate. Refer to the articles below and the background materials in your analysis.
Part 2: Read the articles below and discuss what method (NPV or others) is the best method to use for capital budgeting purposes. Defend your arguments carefully.
Answer Part 1 and Part 2 for a total of four pages.

Modified internal rate of return: Will it replace IRR?

Lefley, Frank. Management Accounting. London: Jan 1997. Vol. 75, Iss. 1; pg. 64, 2 pgs
Abstract (Article Summary)
The 2 main discounted cash flow methods are the net present value and the internal rate of return (IRR). Although IRR suffers from a number of defects, it continues to be the most popular method used in industry. Recently a modified internal rate of return (MIRR) method was developed to address some of the defects of IRR. The MIRR addresses some of the deficiencies of conventional IRR, such as: 1. It eliminates multiple IRR rates. 2. It addresses the reinvestment rate issue and reduces over-optimism. 3. It produces a result which, when ranking projects, is consistent with the NPV rule.

Capital budgeting needs vision

Business line. Islamabad: Jul 21, 2003. pg. 1
Abstract (Article Summary)
"WHAT business are you in?" a CEO of Ponds was once asked. "We sell hope," he said. (A wide definition of business indeed.) The same question was posed to Akio Morita, the founder of Sony. He said, "We are in entertainment." And when a truck-fleet owner was asked the same question, he said, "We are into truck and transportation business." (A very narrow definition of business.)
These decisions have to fulfil the criteria of creating net positive present value for the organisation. Thus an organisation should grab and hold on to every opportunity (both external and internal) that creates positive net present value (NPV) for its shareholders. And in a competitive environment, every organisation has to attract, reward and retain its shareholders and potential investors.
Long-term investment decisions are called capital budgeting/ capital expenditure decisions - launching a new product, improvisation, modernisation, expansion, replacement of fixed assets, research and development, purchasing new fixed assets, acquisition, takeover, merger, alliances, and so on.

Finance of Higher Education in the 21st Century Paper .

Details:
The future financing of higher education in your state depends on a concerted, collaborative effort of many groups at all levels of government. This assignment presents you with a scenario regarding the issue of formulating a vision of financing higher education in the 21st century. Your response to the scenario is the basis for a paper you will write.
1) Use the following information to ensure successful completion of the assignment:
Prepare this assignment according to the APA guidelines found in the APA Style Guide.
2) Consider the following scenario: State legislators and educators have increasingly recognized that the current approach to funding higher education in your state is no longer sustainable from the state, institutional or even federal perspective. Therefore, the governor recently announced the formation of a statewide commission to examine the state?s approach to funding higher education. You have been invited to provide expert testimony on the topic. Your charge is to answer one broad question: What should the finance of higher education in the state look like in the 21st century?
3) To provide a comprehensive answer to this question, you decide to write a 1,250?1,500 word proposal (paper) titled, ?XYZ State Plan to Finance Higher Education in the 21st Century.? To formulate your plan, you must do the following:
a) Identify the goals and expected outcomes of your plan.
b) Address financing related to private, as well as, public institutions
c) Address the existing funding structure in your state, including factors such as:
i) State appropriations?
ii) Capital expenditures
iii) Range of student aid programs
iv) Funding sources other than state-related
d) Account for the demographic realities of the state.
e) Acknowledge the current role of federal government funding.
f) Address the roles state policymakers, campus leaders, and others you specify, will play in reformulating the finance of higher education to achieve your plan?s goals.

Research the University Library and Internet, and select a recent news article concerning trends in consumption patterns of a specific product, such as gasoline, oil, grain, or coffee. The following article which is located in the Electronic Reserve Readings on the student website is an example of trends in consumption patterns:

Note. Do not use this article for your assignment.

Hauser, C. (2011, August 24). Sales of new homes fell again in July. The New York Times. p. 6. Retrieved from EBSCOhost.

Write a 700 ? 1,050-word paper in which you do the following:

Analyze the basis for the trends in consumption patterns, as discussed in the article you selected.

? Consider the utility derived from a product or service mentioned in the article.

? Describe what has occurred to change the demand for the product or service and its market and equilibrium prices. Assuming that supply remains the same.

? Describe what has occurred to change the supply of the product or service and its market and equilibrium prices. Assuming that demand remains the same.

? In your opinion, is demand for this product or service price elastic or inelastic? What does this imply about how consumers respond to changes in the price of this product or service? Support your determination of the price elasticity of demand with a reference.

Format your paper consistent with APA guidelines.

1) Budget Reduction Plan
a) For the purposes of the Benchmark Assessment, you are a principal who has been told by the superintendent to cut the school budget. The information sheet, ?Budget Cuts,? located within the Additional Resources folder in Canyon Connect, provides content, context, and tools for completing this assignment, including details about your role as the principal and the School Budget Table (Budget Breakdown).
b) Use the School Budget Table (Budget Breakdown) as presented in ?Budget Cuts,? to fully develop a budget reduction plan that addresses the budget cuts required by the superintendent. Identify and describe the primary sources of revenue available to your school.
i) Maintenance and operations budget allocations
ii) Capital budget
iii) Soft Capital budget allocations
iv) Bonds
v) Federal grants
vi) State grants
vii) Title money
viii) Overrides
ix) Extracurricular fees
x) Tax credits
xi) Other
c) Identify the primary items paid for with each of the above mentioned sources of revenue.
d) Identify the source of each revenue stream (e.g., the maintenance and operations budget is funded by the state on a per-student basis from primary property tax; bonds are levies voted on by the community and paid for through a secondary property tax).
e) Identify the primary use of each source of revenue (e.g., the maintenance and operations budget is used to pay salaries or purchase consumable instructional supplies).
f) Identify what, if any, limitations are placed on each source of revenue (e.g., soft capital dollars cannot be used for salaries or stipends).
g) Identify which of the items above could be cut to meet the district requirements and from which revenue streams. Place your suggested cuts in the three areas below: Priority 1 will be cut first and Priority 3 will be cut last. Identify those cuts that afford the least impact to student learning.
i) Priority 1 areas
ii) Priority 2 areas
iii) Priority 3 areas
h) APA format is not required, but solid writing skill in APA style is expected.
2) Justification Essay: Meeting District Requirements
a) Identify those in a school who might be included in and excluded from the budgetary decision-making process. These persons would comprise a stakeholder team. Provide a rationale as to why you included/excluded each.
b) Write an essay (1500?1750 words) that discusses your justification for the items you choose to remove from the school budget and how you will meet the district requirements as you implement your plan of action. Consider the following:
i) How your plan will ensure that the appropriate stakeholders were involved in the process.
ii) How your plan will be implemented.
iii) How you identified the programs to be preserved.
iv) How your plan ensures the continued educability of all in spite of the budget reductions.
v) How your plan continues to embrace the district?s vision of high standards of learning.
vi) How your plan will be communicated effectively to staff, parents, students, and community members.
vii) How your plan will determine the effectiveness of the cuts over time.
viii) How your plan identifies alternative sources of funding to replace the funding lost.

Scenario:
You are the principal of a medium-sized high school in the suburbs of a large city. You are aware of a significant budget crisis looming throughout the state and are not overly surprised when you receive a call from the Superintendent to attend an emergency District Leadership Team Meeting. Upon arrival at the meeting, you are handed the following memo:
Memorandum:
From: Superintendent
To: Principals
Subject: Immediate Budget Cuts

As a result of significant budget reductions from the state Department of Education, this district will have to cut 20% of its maintenance and operations budget allocations and 30% of their soft capital budgets. Obviously, these reductions will significantly impact your current programming.

Action: All building principals are directed to go back to their respective campuses, collaborate with their school leadership teams and develop a comprehensive plan on how to accomplish these reductions from their existing operating budgets.

Any special conditions that are not revealed elsewhere in the application, such as a significant (35 hour per week) workload outside of school. This, too, should be followed with a positive statement about yourself and your future.
You may be asked, "Why do you wish to attend this school?" Research the school and describe its special appeal to you.
Above all, this statement should contain information about you as a person. They know nothing about you unless you tell them. You are the subject of the statement.

Determine your approach and style of the statement

There is no such thing as "the perfect way to write a statement." There is only the one that best fits you.

DO
Be objective, yet self-revelatory. Write directly and in a straightforward manner that tells about your experience and what it means to you. Do not use "academese."
Form conclusions that explain the value and meaning of your experience, such as what you learned about yourself and your field and your future goals. Draw your conclusions from the evidence your life provides.
Be specific. Document your conclusions with specific instances. See below a list of general words and phrases to avoid using without explanation.
Get to the point early on and catch the attention of the reader.
Limit its length to two pages or less. In some instances it may be longer, depending on the school's instructions.

DON'T Use the "what I did with my life" approach.
DON'T Use the "I've always wanted to be a _____" approach.
DON'T Use a catalog of achievements. This is only a list of what you have done, and tells nothing about you as a person.
DON'T Lecture the reader. For example, you should not write a statement such as "Communication skills are important in this field." Any graduate admissions committee member knows that.

Finance it Is With Great
PAGES 3 WORDS 889

Yingdi Wang background information

My enthusiasm of finance has come a long way. Both of my parents work in the field of finance. My father worked as the vice president of a branch of the Chinese central bank for eight years. My mother was also president of a branch of Bank of China. Half of my uncles and aunts are in finance as well. Growing up, my family had a lot of influence on me, but my dream as a child was to be a historian. I have always been fascinated with history since a little kid. The rise and fall of the Egyptians, the Roman Empire, etc. To be honest, I even resented the idea of having another finance person in the family.

I have always had a lot of interest, serving as president of many clubs, winning many different competitions: sports, speech, piano, dance, etc. but I have always performed very well academically. When I was 16, I graduated from high school, and was presented with the opportunity of coming to the United States to continue my education. I chose history to be my first choice of major. When my mother called me and asked me to change to finance, or business in general, I was not very happy, but I decided to take some courses anyway. I can??t say I truly enjoyed my first finance course. It was a big introduction class with over 100 people, but the more classes I took, the more appeal finance has to me personally. I began to realize that finance was not simply brunching numbers. The development of finance itself is an interesting and creative process, and I have begun to recognize how the power of financial analysis, research, and teachings. I found many aspects of finance very interesting, and I wanted to learn more.

In my senior year, I decided that undergraduate finance courses did not satisfy me, I wanted to continue studying Ph D. in finance, and I wanted to become a finance professor. I started talking to many finance Ph D students as well as professor to find out more about what they do, the challenges I would need to face, etc. The more people I talked to, the more I??m confirmed about my decisions. Professor Bernadette Minton, though never taught me, gave me some work to do. These works are a little bit of everything that Ph D. students do. Professor kewei Hou also let me work with him as a research assistant.

During my studies of finance and my talk with professors and ph d students, I realized the close connection of economics with finance, so I decided to get a second major in economics in business. Moreover, to help my understanding of finance, and to prepare myself more to become a finance ph D, I decided to get a master??s degree in economics, during which study I performed very well, achieving 4.0 GPA and number 1 in several classes. Also, I understand how important math is to finance, I often study math on my own, and I have audited linear algebra and elementary real analysis, which do not appear on my transcript. Therefore, I do not feel not my math skill is not proficient enough for success as an finance ph d student.

Finally, I like to indicate that, while 700 is a pretty good score for GMAT, I feel that the score, especially the verbal score, does not accurately represent my ability. I am usually not good at taking standardized tests. My GPA is a more accurate and consistent measure of how well I can do.
