The Australian cigarette market is reported to be a "subset of the global industry." (Carter, 2003) There are three companies operating in Australia including: (1) British American Tobacco Australia (BATA); (2) Philip Morris International (Australia) PMA and (3) Imperial Tobacco Australia (ITA) all whom are wholly owned subsidiaries of their overseas parent. While the Australian tobacco market is a mature market with per capita consumption in decline the tobacco companies "remain highly profitable entities and business is strong…the equivalent of 1100 packs of 25 cigarettes are sold in Australia every minute." (Carter, 2003) Because the tobacco companies are owned by overseas companies, none of them are listed on the Australian Stock Exchange and that means that the information available on the specific local company operations is limited.

Is a Bachelor\'s Degree Worthwhile?
In the interest of structuring a formal proposal to serve as an adjunct and sometimes a substitute to the BA degree completion path, the following suggestions are offered: (1) State and federal funding should be directed toward promoting alternatives to the four-year degree by encouraging industry and business to establish apprenticeship programs; (2) Online hybrid learning programs should be offered by institutions of higher education to increase access to education that would not be included in the apprenticeship programs (such as might make up the non-major coursework in a BA degree program); (3) Policymakers should work to enact legislation that would actively encourage small scale educational efforts (such as those that occur informally in the hacker hostels) and that would avoid the monolithic tendencies of privatization. (4) In keeping with the tradition of the "pitmen painters," access to enriching and "democratic" educational opportunities should become a national initiative through the continued efforts of established arts and science foundations.
