Humanity has long struggled with the question of what constitutes ethical behavior. The answer to this question has not always been simple or easy especially in the midst of conflicting interests.

In this paper, we are going to be studying what factors will cause an atmosphere of compliance to develop inside an organization. This will be accomplished by concentrating on the legal and ethical issues effecting employers. Once this takes place, is when we show how this can hurt various stakeholders, its employees and the firm itself.

Sarbanes-Oxley Act Introduction The Sarbanes-Oxley Act (SOA) was put into law in 2002 following the revelations that Enron (and Enron's accountancy Arthur Anderson), WorldCom, and other corporations were using blatantly corrupt practices in accounting and causing huge losses for stakeholders in those firms. Moreover, the U.S. Congress could not simply stand by and allow companies to use unethical and illegal practices to scam huge sums of money for corporate executives while stripping the IRAs and other savings plans for stakeholders. Basically, the SOA was legislation that attempted to stop this aspect of corporate fraud: the illegal accounting practices that were in place and resulted in the collapse of WorldCom, Enron, and other firms.

This paper reviews the peer-reviewed and scholarly literature concerning the passage of the Foreign Corrupt Practices Act and what it prohibits. An analysis concerning the impact that the Act has had on American business at the national and international level is followed by a discussion concerning penalties for violations of the Act. An assessment of the impact on U.S. commerce is followed by a discussion concerning enforcement responsibility for the Act as well as other interesting issues identified during the research process. Finally, a summary of the research and important findings are presented in the conclusion.

This paper answers questions about auditing. There are 16 questions and the answer are one page each. The issues include management of auditing, how auditing is related to risk, and why planning does not always provide an auditor with a good basis to perform an audit. There are many more issues that surround auditing than most people realize if they are not involved with the profession.
