The 20th century has been one of remarkable technological advancements and of increased need to further improve human existence and the speed through which man runs about its everyday life. These ideas alone have demonstrated an immense capacity of man to research and invent new ideas, mechanisms, and to elaborate on the most important technological evolutions to set these mechanisms in motion.

This paper researches at least three various methodologies for integrating QI strategies into performance measurements. Describes each methodology and also discusses the pros and cons of each methodology. Then it chooses one methodology to move forward with the organizational QI plan. Secondly, the paper researches at least three information technology applications as components of QI management plan. And lastly, researches the involvement of benchmarks and milestones in managing QI plan.

Terrorism is a contemporary issue that has proven to be problematic to the US government day in day out. 1. Process map the "current" situation or process for completing new JPF policy applications. T: Transportation – the processes were set up in functional departments as opposed to trying to create a value chain. As a result, office mail had to move files to various floors creating inefficiencies in file transportation. ? I: Inventory – Inventory (applications for service) was processed in large batches and contained a mix of different complexities of applications. Thus inventory would build up and not flow. ? M: Motion – Due to the large batches, the motion of the process was intermittent and ineffective. There was no flow through the processes until this was recognized. ? W: Wait – Since some applications required more work than others and these were not separated, the easier applications suffered large wait times. ? O: Over-processing – Individuals and management were focused more on their own outputs and metrics than concentrating on the throughput. As a result some operations over-processed while others under-processed. ? D: Defect – Since there was originally a large error rate, many applications would have to return to previous processes for re-work.
