Health Care Delivery Models and Nursing Practice

Today, health care delivery models and nursing practice are experiencing fundamental changes in response to innovations in technologies and controlling state and federal legislation. The purpose of this paper is to examine the changes that were introduced to reform the U.S. health care delivery system in an act proposed by Senators Bill Cassidy and Tammy Baldwin in February 2022. Further, the paper also assesses the implications of these changes for the role of professional nursing leaders. In addition, an analysis concerning how quality measures and pay for performance affect patient outcomes and how these affect nursing practice and describe the expectations and responsibilities of the nursing role in these situations is followed by a discussion about professional nursing leadership and management roles that have arisen and how they are important in responding to emerging trends and in the promotion of patient safety and quality care in diverse health care settings. Finally, a description of emerging trends and two ways in which the practice of nursing and nursing roles will grow or transform within the next 5 years in response is followed by a summary of the research and significant findings in the conclusion.

A current health care law introduced within the last 5 years to reform some aspect of the health care delivery system and the effect of this on nursing practice and the nurse's role and responsibility

The bipartisan legislation introduced by Senators Bill Cassidy and Tammy Baldwin in February 2022 titled, the Health Data Use and Privacy Commission Act, aims to modernize health privacy laws, particularly HIPAA, to accommodate the rapidly evolving healthcare landscape, including emerging technologies and increased generation, collection, and sharing of personal health information (PHI) (Cassidy, Baldwin Introduce Legislation to Begin Modernization of Health Privacy Laws, 2022). The legislation proposes the establishment of a health and privacy commission tasked with conducting an extensive review and offering recommendations to Congress on how to revamp existing health privacy laws. This review centers on striking a balance between safeguarding individual privacy and permitting appropriate use of PHI (Lewis, 2022).

The implications of this legislation for nursing practice and the roles and responsibilities of nurses are substantial. Nurses, being central to healthcare delivery, are intricately involved in the handling of PHI. This legislation could heighten nurses' awareness of privacy issues, necessitating ongoing education on evolving privacy regulations. Nurses may also need to adapt to the adoption of new healthcare technologies while ensuring the secure management of patient data. Collaboration with a diverse group of healthcare stakeholders, as encouraged by the legislation, could become more common, requiring nurses to work closely with professionals from various backgrounds to develop privacy best practices (Lewis, 2022).

Furthermore, nurses may face ethical dilemmas surrounding privacy, data sharing, and patient consent, especially in situations where sharing PHI is deemed beneficial for patient care. In this evolving landscape, nurses will continue to advocate for patient privacy rights while balancing the benefits of information sharing for improved patient care and outcomes, making their role vital in implementing and ensuring compliance with any new healthcare privacy laws that may result from this legislation (Lewis, 2022).

How quality measures and pay for performance affect patient outcomes and how these affect nursing practice and describe the expectations and responsibilities of the nursing role in these situations

Quality measures and pay for performance programs aim...…is reasonable to posit that there will be a greater focus on transitional and community-based care. With more emphasis on reducing hospital readmissions and total cost of care, nurses will play a bigger role in care transitions, coordination, and community/home-based nursing. Nurse care managers, for example, may take the lead in developing holistic transitional care plans and providing seamless follow-up for complex patients. Home health nurses can help monitor at-risk seniors and provide early interventions to prevent acute crises leading to expensive ER visits and hospitalizations. In sum, nursing practice will expand in areas focused on population health, care transitions, care coordination, and primary care. Nurses will leverage their adaptability and proximity to patients to transform healthcare delivery and meet emerging demands (Sandridge et al., 2023).

Conclusion

The research showed that the bipartisan legislation that was introduced by Senators Bill Cassidy and Tammy Baldwin in February 2022 is a pivotal step towards modernizinghealth privacy laws in response to evolving healthcare technologies. This legislation emphasizes the need to balance individual privacy protection with appropriate utilization of personal health information (PHI). Nurses will need to enhance their awareness of privacy issues, adapt to new technologies, collaborate with diverse stakeholders, and make ethical decisions regarding data sharing. As patient privacy advocates, nurses will play a vital role in implementing and ensuring compliance with potential new healthcare privacy laws. Looking forward, nursing practice is expected to expand in response to emerging trends, with advanced practice registered nurses gaining expanded scope of practice, and a growing focus on transitional and community-based care, emphasizing care coordination and primary care.
